まず、6月から研究会を実施し、共同研究者間での共通の基盤形成を目的として、アメリカの法人類学・法社会学の法多元主義についての包括的な議論の整理検討を行った。その後は、各自で関心のある文献資料の検討を進めている。
7月までは現地調査の準備を進め、主要調査対象地の市役所に連絡をとり8月に現地調査を実施した。市役所の担当者への聞き取り調査により、この地域の住民の日常的なトラブル持ち込み先の機関として「区長」と「行政相談委員」が利用されていることが明らかになった。さらに9月にはこの地域の行政相談委員全員に聞き取り調査を実施し、これまで扱ったトラブル事案の知見を得た。そこでは、本研究の当初に想定していた、外国人観光客らのふるまいに対する住民からの苦情や、近隣での生活規範と制度的規範との交錯をうかがわせる相談などをふくむ、多くの事案の概要を収集することができた。その中の一部の個別事件につき、2月に、行政相談委員と当事者に詳細な聞き取り調査を実施した。また、2023年度の実施なったが、観光物産協会でも聞き取り調査を実施した。コロナ禍の影響で大幅に減少した海外からの観光客の来島が、少しずつ増加に向かっていること、現在特に外国人観光客の出入りの多い島北部の実情について情報を得て、文献による知見を補充している。
自治体調査と並行して裁判所での審理の参与観察も行っている。ただし、事件数は多くはなく、口頭弁論期日に傍聴を実施できる機会はきわめて少ない。 -
