本研究は、知的障害のある子どもに対する主権者教育プログラムの開発を目指している。開発にあたっては学習者の自立的な意思決定を支援することに焦点をあて、知的障害のある人の政治参加を保障する仕組みの構築に寄与しようとしている。最終的には、特別支援学校小学部、中学部、高等部における主権者教育プログラムを、一貫した原理に基づいて開発・実践し、その効果を実証したい。具体的には、下記の４点を目的とする。(1)特別支援学校における主権者教育の現状と課題、特に教師や保護者の主権者教育に対する意識や、先進的な取り組みの成果と課題の解明すること。(2)知的障害のある児童生徒の主体的で自立的な意思決定を支援する学習指導原理の解明すること。(3)上記をふまえた知的障害のある児童生徒を対象とする主権者教育プログラムの開発すること。(4)主権者教育の学習者評価とプログラム評価の方法と、その運用システムの開発すること。
2021年度においては、知的障害のある児童生徒の主体的意思決定を促す学習指導の理論と方法の構築を行おうとした。そのため、第一に、特別支援学校における主権者教育の現状と課題に関するアンケート調査と教師や保護者の主権者教育に対する認識についてのインタビュー調査の準備を行った。第二に、知的障害のある人の社会参加・政治参加を保障する社会のあり方を理論的に検討した。第三に、知的障害のある児童生徒の主体的で自立的な意思決定を支援する小学部から高等部までを一貫する学習指導原理を検討した。 -

本研究の目的は、フランス、イギリス、オーストリア（ハンガリー帝国）、ロシア、そして日本を具体的な研究対象としてとりあげ、各国相互に如何なる影響関係のなかで教員養成の改革を展開してきたか、その具体的な実態を明らかにすることにより、特定モデルの受容パターンを解明し類型化をめざすところにある。本年度は４か年計画の初年度であり、基礎的な作業段階の第１年度である。対象各国における、個別の教員養成発達史の実態解明のため基本的な資料収集を行うとともに、その実態の特質解明に向けての取り組みを、基本的な研究課題とした。具体的には、①教員養成の理念（目的）と思想（ペスタロッチ主義とヘルバルト主義を対象）、②教員養成の制度的な内容（養成機関・教育課程・免許と任用など）、③その時点における改革の動向・経過、課題、などを精査することであった。資料収集については、残念ながらコロナ感染による海外渡航制限、また国内移動の制限もあり、所期の目的を達成することはできなかったが、オンライン購入や国内での刊行文献購入を行なうことはできた。また、共同研究としての取り組みも、簡単な意見・情報交換は定期的に行なうことができたうえに、第１回の研究会（2021年9月13日（月）：岡山大学）を実施することができた。研究発表は、「フランスの場合 ─ 七月王政（1830年代）における初等師範学校制度（男子）成立へのドイツ（プロイセン）の影響」（尾上）、「イエナ大学の教育学ゼミナール：ブルツォスカの思想と実践」（小林）、「明治期日本への西洋教育の影響に関する一考察 ─ 一斉教授の伝播と実際」（梶井）、「イギリスにおけるジャーマン・インパクト」（平田）であった。これらのことから、初年度としては当初の目標をおおむね達成することができたと考える。

本研究の目的は、未来の学校教員を育てる教師教育者（teacher educator）のアイデンティティについて、東南アジア諸国（タイ、カンボジア、ミャンマー）とアフリカ諸国（マラウイ、ルワンダ）を事例として検討するものである。
研究計画２年目では、初年度に収集した東南アジア諸国（タイ、カンボジア、ベトナム）の教師教育者の養成・人事・研修にかかる基礎的な情報を精査するとともに、とくに、公募文書に着目し、各国ごとの分析ならびに横断的な国際比較分析に取り組んだ。その分析結果は、それぞれ日本比較教育学会（タイ）、日本教育学会（カンボジア）にて口頭発表を行うとともに、第２回カンボジア比較教育学会では、ベトナムを含む、タイ、カンボジアとの比較分析からなるパネルセッションを企画・開催した。さらに、以上の口頭発表を取り纏めて、学術論文として公表している。
以上の制度分析ならびに成果発表と並行して、教師教育者のアイデンティティを明らかにするための質問紙調査を実施した。現在、質問紙調査の結果について統計的分析を終え、国際誌に投稿すべく論文として取り纏めている。
さらに、研究成果をひろく調査対象国等へ還元するために、アジア・アフリカ諸国の教師教育者、教育関係者をメインのオーディエンスとする教師教育者の専門職業的発達をテーマとするウェビナー（Teacher Educators' Professional Development）を計2回（2021年12月9日、2022年3月17日）主催し、本研究から得られた知見の共有を図った。同ウェビナーを通じて、アジア、アフリカ諸国の教師教育者との研究ネットワークの構築も始めている。併せて、本研究課題や研究対象国に関する図書、論文を刊行した。 -

令和２年度は、全２回の研究会を開催し、フィールド調査で得られたデータの検討を、ウィトゲンシュタイン哲学の人類学における議論を基にして分析・考察したうえで、次年度の口頭発表および論文作成に向けて検討した。研究会の概要は次の通りである。
第１回は遠隔ビデオ会議システムを用いて2021年12月19日（日）に開催した。平田仁胤によるフィールド調査の報告検討および杉田浩崇による重度障害児福祉領域にかんする文献調査報告がなされた。平田は、理科の授業風景を撮影したビデオ映像における教師－児童との談話を文字に起こしたデータを報告し、教室の言語ゲームの分析を参加者全員で行った。杉田は、びわこ学園の『創立20周年記念誌 びわこ学園の20年 1963-1983』に基づき、園生の「育ち」を捉える職員間の言語ゲームに矛盾や重なりが見られ、学園において重層的な言語ゲームが展開されていることを析出した。
第２回も同様のシステムを用いて2022年２月27日（日）に開催した。次年度の学会発表報告に向け、山岸賢一郎から道徳の授業の分析視座について、渡邊福太郎から武田常夫の授業実践記録について、鶴田真紀から特別支援教育のフィールドノーツについて報告があり、参加者全員で検討した。山岸は「考え、議論する」道徳科における複ゲーム状況が道徳教育を困難にしていることを、渡邊は武田の授業実践が複ゲーム状況をあえて作り出そうとしていることを、鶴田は学校において生徒が「障害者」としてカプセル化される状況を、それぞれ報告した。 -

In this study, we tried comparative and historical analysis on the thoughts and systems of teacher training in 19th century Western countries and Japan. Specifically, we analyzed influences or impacts from Germany (Prussia) to France, Russia and Japan in the thoughts and systems of teacher training. The results are follows : France and Russia were influenced in the systems (e.g. teacher system, normal schools ), Japan was influenced in the thoughts (e.g. Herbartianism).

The purpose of this study is to reexamine situated learning theories. The study discussed thoroughly how some boundaries of situation could be crossed in terms of Engestrom activity theory and Wittgenstein linguistic philosophy. The result of the study is that teachers’ ex cathedra work on children could cause the boundary crossing based on sharing the proto-faith in language.

本研究の目的は、ウィトゲンシュタイン哲学における「言語ゲーム」が変容する理路を究明することによって、その教育学的意義を読み解くことにある。その読解のためには、昨年度に解明したウィトゲンシュタインの規則論や「私的言語」論に加えて、彼の「規準」論や「意図」などの志向性概念を解明する必要がある。したがって本年度は、「規準」概念や「意図」などの志向性概念を研究し、博士論文を完成した。
「規準」概念の分析は、中国四国教育学会第61回大会の発表を通じて、志向性概念の分析は教育哲学会第52回大会での発表を通じて行った。そして、これらの研究発表の場を通じて、新しい解釈を得た。ウィトゲンシュタインは、後期哲学を代表する著作『哲学探究』第1部において、「規則」、「私的言語」、「規準」そして「意図」などの志向性をめぐる考察を展開しており、そこで「言語ゲーム」の変容可能性を示している。すなわち「言語ゲーム」の学習者が既存の「言語ゲーム」を揺るがし、それによって新たな「言語ゲーム」を産み出し得るダイナミズムが存在するのである。
この解釈は、従来のウィトゲンシュタイン研究が十分に解明することのできなかった、教育的営為の孕み持つダイナミズムを描き出している。道徳教育や高等教育といった研究領域においても、このウィトゲンシュタイン解釈が有効であることも同時に示した。
