Promoting public transport use is expected to contribute to reducing CO2 emissions in the transport sector. Using Okayama City and Central Tokyo as representative case studies of regional and metropolitan areas in Japan, this study examines the impact of the evaluation of the ‘hard’ and ‘soft’ attributes of rail and bus services on the overall evaluation. This study then explores the relationship between the overall evaluation and usage frequency of rail and bus services, as well as the relationship between the usage frequency and travel-based CO2 emissions from private transport modes. Furthermore, this study investigates whether the emissions cause differences in the evaluation of the ‘hard’ and ‘soft’ attributes of public transport services. The findings suggest prioritising an improvement in ‘hard’ rather than ‘soft’ attributes in order to reduce emissions through the use of public transport in regional areas. However, in metropolitan areas, no relationship was found between the evaluation of public transport services and emissions, presumably because of the lower ownership rate of private cars that residents can use freely and the markedly higher level of rail and bus services. This study provides a methodological reference for analysing the potential to reduce travel-based emissions from private transport modes by enhancing public transport service contents.

This study grasped people’s understanding of compact city in Japan based on tweets. The results of the analysis are as follows.1) Tweets were wide-ranging from daily life to policy content related to compact city. Themes of particular interest were "Definition of policies," "Mobility/ Convenience of living," and "City finance/ Management/ Administrative services."2) As a result of image classification, 34.5% of tweets were positive, 15.0% were negative, and 50.5% were others.3) Positives were associated with "Mobility/ Living convenience" and "Maintenance of infrastructure due to population problems". Negatives were associated with "Infectious disease risk in the city center" and "Transportation/ Feasibility".4) In addition, there were many tweets about "questions about policy" and "unique interpretation".

The purpose of this report is to analyze the conversion patterns from the main transportation mode used before and during the COVID-19 pandemic and to grasp the characteristics of those who continued to use public transportation and those who stopped using it. 1) The results showed that public transportation use was statistically significantly reduced and switched online in the capital area. 2) The use of passenger cars increased statistically significantly in "commuting to work / school", but there was no significant difference in the use of passenger cars in "hobbies and entertainment". 3) In the capital area, the proximity to the station had an effect on the continuation and suspension of the use of public transportation, but in the rural areas, the operation interval had an effect.

This paper presents the findings of a low-carbon assessment of micro electric vehicles (MEVs) from the viewpoint of their use patterns. The evaluation is based on the results of a series of empirical studies conducted in the cities of Mimasaka and Akaiwa in Okayama Prefecture, which were carried out by lending MEVs to a total of 34 people for a period of one month. Using the behavioural data collected from the studies, this paper 1) estimates CO₂ emissions associated with the implementation of MEVs and 2) verifies the growth and reduction potential of CO₂ emissions based on the change in use patterns of users. Our calculations found that MEVs possess a higher potential in reducing environmental load in comparison with gasoline vehicles (GVs) whilst in motion. Furthermore, 79% of the users displayed use patterns inclined to reducing CO₂ emissions during the empirical study period. On the other hand, 18% exhibited patterns that are likely to result in increasing CO₂ emissions such as new travel behaviour and mode change from means of transport that do not release CO₂ (walking and bicycles) to MEVs.

本研究では，岡山市居住者を対象としてマズローの欲求段階説に基づき中心市街地の訪問動機から来訪者の特性を明らかにした．分析の結果，1）中心市街地の訪問動機には，「非精神的欲求」，「精神・物質的欲求」等のタイプが存在することを確認できた．2）各欲求タイプは，年齢や性別に加えて交通手段選択も影響する．具体的には，「精神・物質的欲求」タイプは公共交通を，「非精神的欲求」タイプは非・公共交通の傾向にある．3）精神的欲求に関する訪問動機の中で，「人との交流」では，公共交通利用の傾向は相対的に弱く，「自己向上動機」や「精神的充足動機」で強い．さらに，各欲求タイプと「自由に使える自家用車があるかどうか」には関係性は見られず，自動車保有に依存しない傾向にある．4）自動車のアクセス性を高めるまちづくりは，高次の精神的欲求の充足にはつながりにくい可能性がある．

本研究では，態度・行動変容研究分野の知見を応用し，戸建住宅を所有する世帯を対象とした空き家にさせないための手法を開発し，岡山市の住宅地を対象にその検証を行った．具体的には，戸建住宅の所有者に対して，空き家にさせないことのメリットを知らせるチラシを配布するとともに，住宅の将来について考えるきっかけを作るためのアンケート調査等を実施した．その結果，1）本研究のアプローチにより，10％の行動変容，及び44％の態度変容を促すことができた．2）行動変容の内容としては，エンディングノートや遺言書の作成，登記の確認，相続などの引き継ぎに関する情報収集等であった．3）態度・行動変容ともに高齢である方が変容しやすい。また，住宅の将来について身内の相続等の引継ぎに言及している方は行動変容につながりやすく，一人で考えた方は態度変容しても行動変容にはつながりにくい傾向にあった．

本研究では，Jリーグの試合観戦者を対象としたMM施策を展開し，経年的な効果を検証した．分析の結果，1）2019年のプロジェクト認知度は79％，1試合あたりの自家用車からの転換率は11％であった．いずれも初年度を上回る数値であった．また，「ファジウォーカー」というキーワードの認知率も極めて高く，ブランディングが功を奏した．2）本プロジェクトでは数多くの施策を展開したが，行動プラン法によるワンショットTFPが転換に最も効果的であった．3）ファジアーノバスの内装リニューアルや試合時刻に合わせた運行，国道情報板の標語掲示，JRの駅構内・車内広告といった交通機関と連携した施策が，プロジェクト認知のきっかけとなっていた．4）公共交通機関の利用者は，沿道商店への立ち寄り頻度が相対的に高い．したがって，公共交通の利用促進が地元消費の増加に有効である．

わが国において，空き家の数は増加の一途をたどっており，空き家の市場流通化の促進が必要となる．そこで本研究では，空き家所有者と空き家非所有者の意識的な実態を把握・分析し，それに基づいた空き家対策のアプローチ手法を検討した．分析結果から，空き家に対する意向は，所有者の年齢や空き家年数によって異なる．例えば，賃貸・売却意向や行政制度利用意向は年齢が若いほど高くなっているため，若年層にはそれらを周知することが効果的である．また，空き家年数が20年を経過すると空き家所有者の管理頻度は著しく低下し，不動産価値が棄損される．さらに，所有者が高齢の場合，賃貸・売却意向や制度利用意向が低くなり，アプローチ手段がなくなる．このため，市場流通化に向けた迅速な空き家対策が必要である．

Jリーグの試合観戦者を対象としたモビリティ・マネジメント Reviewed

本報告では、スポーツ観戦者に対するMM（Mobility Management）として、Jリーグのファジアーノ岡山の試合観戦者を対象として、自家用車から徒歩や自転車、公共交通などに行動変容させるための複合的な施策を提案し、実施した。その結果、2017年（初年度）は自家用車来場者かつMMに関する本プロジェクトを認知している試合観戦者のうちの10％（全自家用車来場者の7％）が自家用車以外の手段に転換した。転換者の属性は、30代〜40代が多く、サポーター歴が長いこと、単独での観戦者である傾向があった。また、手段転換のきっかけとしては「ワンショットTFP」が最も多く挙げられていた。その一方で、二年目には、プロジェクト認知度と手段転換者割合ともに減少しており、継続的な効果につなげるための課題も見えた。

中山間地域では、高齢者の自立した生活を支えるための移動手段の確保が課題である。本研究では地域特性の異なる中山間地域の3地域（拠点、準拠点、集落）にて実施された超小型モビリティ（MEV）実証実験に基づき，地域特性と利用者属性の視点からMEVの適性を検証した。主な分析の結果、1）MEVは、中山間地域の典型的な生活拠点において特に機能する。2）MEVは、高齢者にとっても運転しやすい乗り物として評価されている。3）中山間地域の生活拠点では、高齢者の日常移動の8割程度をMEVで対応できる可能性がある。4）これら分析結果などに基づき、高齢者の免許返納までの期間において、健全で自立した生活を支えるための乗り物として「ラストカー」という新たな概念を提案した。

本研究では，空き家所有者を対象としたアンケート調査に基づき，空き家の市場流通化を拒む課題を網羅的に把握するとともに，それら課題に対応した効果的な空き家対策をSP調査に基づき検証した．主な分析の結果，1)「物置として必要」や「特に困っていない」と回答する空き家所有者については，既存の対策によって空き家を市場流通化させることは困難である．2)各自治体で数多く実施されているリフォーム補助などの金銭的サポートによる空き家対策は，効果が限られている．3)一方，新たな空き家対策の1つとして挙げた固定資産税の増加策は，1)の解決困難な課題も含めて全般的な課題に極めて高い効果を示した．既存の空き家対策では限界が見られるなかでは，このような新たな施策についても，1つの選択肢として検討するに値すると言える．

近年の日本では大型店舗立地による雇用機会，税収，買い物客の増加が期待されるものの，その根拠は乏しい．それどころか先行研究では，大型店舗での買い物は地元商店での買い物に比べて，地域経済の活性化に繋がらないことが実証的に示されている．本研究は，京都市での先行研究の知見が他都市においても妥当するかを検証するため，岡山市を対象に調査・分析を行った．

Three laws on city planning revised in 2006 have encouraged city center opening of large-scale shopping centers, which had before been opened in suburbs. Targeting a shopping center that has newly opened in center of Okayama City, this study examined estimation of the pedestrian volume change in city center area. Results of the analysis suggest that a similarity of kind or target customers strongly affects pedestrian volume for existing shops. In other words, even if a large shopping center opens, they can differentiate to avoid being adversely affected. However, results show that, as visitors to a large-scale shopping center have become younger, passengers near an existing shopping street have become older.

From questionnaire surveys of citizens' funds conducted across the country, we analyzed donation programs' operation circumstances and characteristics by fund raising scheme type. Results enabled us to clarify donation program characteristics by fund raising scheme type and inter-group qualities by classification.

The purpose of this study is to clarify the reality of spongy urban area in local city based on state analysis of residential districts. "Spongy urban area" is defined as many vacant lots and houses are caused sponge-like state in urban area. The research targets are 109 residential districts in Okayama prefecture. The indictors about spongy urban area are the rate of development and loss of houses, vacant house. The targets districts were classified 8 clusters based those indictors. Main results are as follows. 1) In case of old residential districts that more than 30 years have passed since they were completed, most of these are decline caused by many vacant lots and houses. 2) The declining timing of high-sprawl residential districts are earlier than the other districts.3) The urban management with prolonged life and shrinkage of residential districts was proposed.

This study clarified actual conditions of "Spongy urban area" in local city. In this study, "Spongy urban area" is defined as many vacant lots and houses are caused sponge-like state in urban area. Main results are as follows. 1) The suburbanization of urban area is progressing, while declining population. 2) The city center and outer of suburbs in local city tend to became spongy urban area. 3) It is highly possible that sprawl areas become spongy urban area with leaving many vacant houses. The number of households in sprawl areas are relatively declining. 4) The lands in land readjustment project areas are repeatedly used for newly housing development.

Because most local governments are aiming at shifting to development of compact city, the shift would better be promoted in conjunction with countermeasures for vacant houses and lots. We administered a questionnaire survey for 810 local governments (536 responses) in Japan and ascertained the following. 1) The status of countermeasures for vacant houses and lots. 2) Weak correlation between those countermeasures and policies undertaken to realize compact city.3) A cooperation method between policies for compact city and countermeasures for vacant houses and lots.

The main findings are as follows. 1)The excursion behaviors depend on commercial areas with different characteristic. Specifically, 2)Whether or not to do excursion behavior are affected by age, visit frequency and transportation mode in city center. 3)In case of traditional commercial area, the visitors of "20s" or "11 to 20 minutes of travel time" tend to do excursion behaviors. 4)In case of new commercial area (Okayama station area), the visitors of "50s" or "bus riders in city center" tend to do excursion behaviors.

Since the Great East Japan Earthquake, central and local governments have been discussing about evacuation by car from tsunami disaster. The purpose of this study is to clarify intention of car use, its motive and reduction potential based on the assumption of evacuation from tsunami disaster generated by Nankai Trough earthquake. Main Results show the following. 1) If a huge Nankai Trough earthquake occurs, about half of inhabitants evacuate by car. 2) There is a high possibility that small household shifts to evacuation on foot in case of implementing various policies. 3) Even if the support system for person who require relief is developed, it's difficult for household with older person to shift to evacuation on foot.

This study clarifies the relation between activity location and groundwater infiltration. A new index (water supply footprint index: WSFP) is introduced to evaluate area-based self-sufficiency of water supply by use of groundwater infiltration. Four areas with different planning conditions are designated for case studies. For present conditions, the WSFP in the planned area is higher than that of the unplanned area with farmlands. However, results show that efficiencies of improvement, by introducing a watersupply network or new facilities for infiltration, are high in the planned area than in unplanned area.

本研究の目的は、人口減少時代のスプロール住宅地の現状とあるべき姿を科学的なエビデンスに基づき明示するとともに、行政や専門家と連携して、その実現に向けた具体策を提案することである。初年度は、地方都市である岡山県岡山市を対象に、地区（町丁目）単位の空き家の実態を定量的に把握するとともに、空き家が相対的に多く、衰退する地区の都市内の位置づけを明確にした。次に、それら地区をタイプごとに分類し、現地調査することによって衰退地区の条件を整理し、現行の空き家対策の限界を明らかにした。
得られた結果は以下の通りである。1)空き家が顕著に多い衰退地区（空き家率10％以上）は、全体の4％、人口で1％、面積では13％であった。空き家が顕在化するような地区は、都市全体でみると限定的であり、空き家率の偏りも大きく、空き家問題に地域格差が生じていた．2)衰退する地区の条件は、共通条件として「インフラ」、個別条件として「立地」、「急斜面」、「歴史」が存在した。共通条件と個別条件が組み合わさることによって空き家率の高い衰退地区が発生していた。3)現行の空き家対策は個別の対症療法であって原因療法ではないため、衰退地区の根本的な対策にはならない等の限界があることも指摘された。衰退地区の環境改善は難易度が非常に高く、個別の空き家対策だけでは限界があるため、合意形成も含めた中長期的な都市計画としての面的対策が必須である。加えて、市場メカニズムが極めて働きにくく、さらに公共部分のインフラのリノベーションも必要なため行政の関与も必要である。

This study aims to clarify land use change in local city during population decline, and to obtain new knowledge for realizing compact city.
1) this study grasped the actual status development and loss of buildings focused on relationship with infrastructure in local city (Tsuyama city) during population decline.
2) this study clarified land use change of different residential zone types of development methods in Okayama prefecture. Based on the above new knowledge, the methodology of local area level for realizing an urban structure with a low environmental load was suggested.

去年度は、環境的自立に資する施策実施に対してインセンティブを与えるためのエコロジカル・フットプリント(EF)指標を用いた地域間キャップ&トレード制度を提案し、各自治体の取引価格を試算した。一方、本制度を実際に導入した場合に、それら施策実施にどのような影響を与えるのかについては検討できていない。
本年度は、去年度に提案した地域間キャップ&トレード制度に基づいて、都市・地域整備財源への影響という視点から本制度に対するフィージビリティ分析を実施した。具体的には、1) 該当する自治体が環境負担分として得られる取引価格を財源として、環境的自立に寄与する施策を実施するとともに、それに伴い新たな取引価格(インセンティブ)を発生させる仕組みを構築した。2) この仕組みに基づき、複数の自治体を対象とし、環境依存分及び負担分に対する取引価格を算出した。3) 環境的自立に寄与する計画メニュー(空間リサイクルや都市コンパクト化)に対する実施コストと取引価格との比較や、現在の自治体の財政状況との関連性について検討にした。さらに、それら施策を実施できる場合に、新たに発生する取引価格がどの程度であるのかについてもあわせて明らかにした。これら研究と並行して、2009年9月にEF指標の算出基準などの一貫性を確保することを目的として「ECOLOGICAL FOOTPRINT STANDARDS 2009」がGlobal footprint networkから発表されたため、このスタンダードについて基本的情報を付加する形で、EF指標の算出基準に関する記述の要点を主として整理した。
この他、地域の環境的自立に関する主要なテーマの1つである「低炭素社会の構築」をキーワードとして、広島市都市圏や岡山県津山市のようなタイプの異なる地域を対象とし、交通環境負荷(CO_2)の削減方策について定量的分析に基づき検討した。
