本年度（2021年度）は、基本的に国内での文献調査と刊行資料の読解を主な研究作業とし、学術雑誌『ロシア・東欧研究』への投稿を目標とした。当初計画においては、1833年7月8日の露土同盟であるウンキャル・スケレッシ条約の締結過程におけるイギリスファクターについて、ロシア側の未刊行史料を活用して考察しようと考えていたものの、昨今の新型コロナウィルス蔓延とロシア―ウクライナ戦争のために、計画していた史料調査が不可能となった。そのため、これまでに収集した未刊行史料と刊行史料を活用して、ロシアの外交官・皇帝・陸軍軍人などの政策決定者がウンキャル・スケレッシ条約によってもたらされた安全保障政策上の課題とその解決策をどのように考えたのか、国際関係論における理論であるコミットメント問題を分析枠組みとして論じることとした。
使用した史料は、ロシア帝国外交政策公文書館などに所蔵された外交文書に加えて、19世紀に刊行されたノヴォロシア総督ヴォロンツォフとロシア人外交官とのやり取りが収録されたАрхив Князя Воронцова、当時の駐露フランス大使の書簡が収録されたSouvenirs du Baron de Barante、また近年刊行されたロシア陸軍中将ムラヴィヨフ・カルススキーの日記である。
先行研究においては、ロシアが同盟条約で得たオスマン帝国への影響力の増減が注目されていたのに対して、本研究においては、ロシアが安全保障上のパートナーとなったオスマン帝国をどの程度信用していたのかについて注目した。その結果ロシアは、オスマン帝国の軍事的な能力をほとんど信用しておらず、むしろ黒海沿岸地域の安全がイギリスから脅かされていると感じるようになったと論じた。そしてパートナーとして信用できないオスマン帝国に代わって、ヨーロッパ5大国の合意を通じて黒海沿岸の安全を確保しようとしたと論じた。
