    The authors have been studied on the entire survey of civil engineering heritage in Japan constructed before and including Edo era in the present time, and have re-discovered lots of marvelous heritage until now. Among this survey, one of our three main target is extracting a regionality due to area appeared on the individual heritage. At the first step, we try to find out such regionality in 5 prefectures in Chugoku district, and also try to compare with the regionality in the case of civil engineering heritage in the modernized Japan after 1868, which has been also extracted by the first author several years before. The results will be used in the "Landscape Act (2004)" in Japan, as a feasible course of action to create a historically sustainable region.

    As for the survey of Civil Engineering Heritage in Japan, it was started since 1989 for the modernized structures constructed after the Meiji Restoration, while it has been nothing done for the older traditional structures before the Restoration. The reason was quite simple. At that time, the modernized structures were considered in the critical situation of demolition and replacement so that it must have been taken preference over the older traditional structures constructed before the Restoration. We also considered those older structures had been survived more than 130 years, therefore they might have been preserved by the local people. However it was mistaken. We had seen so many cases that the older traditional structures were destroyed without any hesitation, because their value as historical monument were not defined and authorized at all. That is the reason why the authors have started this project.<BR>The modernized structures and the older traditional structures are both civil engineering heritage, but there is a large difference among them especially concerning the condition of preservation. In the case of the modernized ones, it is quite necessary to survive almost whole part of structures when they are constructed. But, in the case of the older ones, such kind of restriction is almost nonsense, because the majority of surviving structures have been repaired and renovated up to nowadays.<BR>In this paper, the authors try to show a proposal concerning "how to classify the degree of preservation of the older traditional structures before the Restoration, that is, constructed in the Edo period and prior to that" Before this trial, we have been done a survey covering the whole country. They are divided into three parts. The first one is the previous document study using, and the second one is the census survey for all the municipalities. The third one is more individual survey by limiting the objects. The proposal is made based on such experience

    Yoshii Locks, being a prefecturally protected historic landmark, are the oldest remains in Japan, although its value has not been thoroughly acknowledged nationwide. The reason is the third old Minuma Tusenbori Canal Locks in Saitama Prefecture has been too excessively advertised as the oldest based on the wrong data, and also they has been located close to the Capital. In this paper, the fact that Yoshii Locks are the oldest remains is proved from the viewpoints of historiographical materials, nationwide survey of sluices and also authenticity of the locks themselves. That is to say, the historical value of the locks is described by combining their planner, Nagatada Tsuda who was a "gundai" of the fief of Okayama. And the authenticity of the locks is checked by the detailed examination of stonework.

    The Hattori artificial stone method was mainly used for river and port structures, such as a dike of reclamation by drainage, a breakwater and a sluice, for Taisho Era from Meiji Era. The purpose of this study is showing clearly how the method was accepted and spread all over Japan, from the viewpoint of the relation of Yajiro Shinagawa which was the patron of Choshichi Hattori who invented it, and him. In this paper, clarifying it from a human and political viewpoint based on letters and documents, introducing the method used in the Chugoku region, and introduces about existing heritages.

    This paper describes two kinds of caisson technology (caisson type structure and pneumatic caisson method) which spread quickly in ports construction, such as a breakwater and a quay, in the Showa prewar term from the second half of Meiji. As the method of research, thinking of an engineer is analyzed by making free use of technical papers and textbooks of those days. And it is going to clarify about the circumstances of adoption of two kinds of caisson technology. However, this paper does not emphasize on discovery of the new fact, and it is establishing the historical review of technical of caisson. And it is another purpose to list the caisson structure which was almost uninterested until now on the civil engineering heritage.

    As a sample of reassessment of civil engineering big projects executed after the Second World War, merits and demerits of Kojima Bay dike are analyzed based on the articles of the Sanyo Shinbun, which is a local newspaper in Okayama. The trend of environmental awareness in the articles can be divided into three periods during this half century, and the concern of the paper has been shifted from an agricultural problem to an environmental problem. In general, newspaper articles are strongly influenced by the reader's interests and don't always show the real situations, but the authors dare to re-evaluate the significance of Kojima Bay dike project from the viewpoint of newspaper.

    Fuji-bashi, completed in 1915 over the Fuji River in Sizuoka Prefecture, is probably the longest span suspension bridge as well as only one railway suspension bridge in Japan before the World War II. However it's existence has been forgotten for a long time. The reason of oblivion will be as follows; that is, it was constructed by a private paper-manufacturing company, and it was used only four years until it was destructed in the stormy night with intent to save disaster. The purpose of this paper is to regain its reputation, and try to emphasize that Fuji-bashi is one of the important structures in the history of civil engineering of the modernized era in Japan. The paper contains lots of original data concerning its construction.

    The purpose of this work is establishing the historical review of buttress dams in the modemized era in Japan, making free use of technical papers and textbooks of those days. This type of dams was introduced in this country as the reservoir of the city water supply, also as the intermediate regulating reservoir of the conduit type hydraulic plant in the first stage. Although the reliability for the type was increased after the establishment of the earthquake-resistant design proposed by Dr. Momonobe; in a short time, the buttress type became unpopular. In this paper, how this type of dams was accepted in Japan and evaded soon after, is tried to analyze and clarify.

    We have been carried out a survey covering the whole country for the civil and agricultural engineering and industrial heritage which has been reserved a judgment of evaluation in the cultural administration, and has been collected 17536 effectual data and 8592 image data. We have examined carefully all data insofar as we have been able, and have been added double evaluation concerning essential worth and state of preservation. We have been classified all data into the form of 1) a list divided into administrative divisions, 2) a list divided into variety of heritage, and 3) a commentary of regional characteristics divided into administrative divisions.     I investigated repaired historic dams and clarified a characteristic and problems every form of the dam. Furthermore, based on a policy of maintenance, technique of repair, I classified it in seven items, a) reinforcement of dam body, b) raising, c) prevention of freezing and thawing, d) change of use, e) remain, f) change of form, g) repair of ancillary facilities, and commented on each case and evaluated for them. For the case that historic value had been lost, I mentioned the appropriate maintenance method that the person in charge should adopt among other things.

    Over a period of three years between 2003 and 2006, we have studied about (1)on-site inspection of foreign civil engineering heritage, (2)collection of internal and foreign data, and their analysis, including the newly selection of Japanese civil engineering heritage.
    Concerning (1), we have visited twenty of important bridges, dams and canals in USA, one important dam in Sakhalin, and ten of important stone breakwater, suspension bridges and concrete bridges. Through these inspections, we have gotten various important information which were valid to construct a new scheme of civil engineering history in Japan.
    Concerning (2), we have continued to collect various kinds of data on dams, harbors, suspension bridges and concrete bridges. In case of dams, we could get an outline on "the inevitability and acceptance / rejection of technology" by classifying into four categories, such as, gravity-type (straight and curved), arch-type and buttress-type dams. In case of harbors, we have focused on the caisson-type breakwaters and pier, and could confirm that the level of caisson structures in the 1930-40s was reached at the top-level in the world. In case of bridges, we have also confirmed that the technologies of suspension and concrete bridges showed different development in Japan after they were introduced. And finally, we could add some profitable data on the list of "Civil Engineering Heritage in Japan : Important 2000 Structures as Monument of the Modernized Japan 1865-1945".

    In this report, prosperity and decline of the traditional Japanese civil engineering has been studied, that is, what had happened when the modernized superb European engineering was imported since Meiji Era and when the unknown and novel structures begun constructing.
    Since situation of the prosperity and decline is presumed to be hugely different due to the structures, they are discussed separately by dividing into various types of structures; that is, traffic, irrigation, electric, sanitary, flood control and military structures. And it was analyzed from various viewpoints ; that is, level of Japanese engineering during the Edo Era, difference of Japanese and European engineering, way of engineering transportation after the Meiji Era, survival of traditional engineering and regional property of engineering.
    In Chapter 2, substantial structures are listed in chronological order in every types of structures, and some comments are attached mainly from the viewpoint of transfer of traditional engineering. Types of structures are as follows ; bridges, tunnels, locks, breakwaters, lighthouses, sluices, dams, water-purification, sabos, dikes and fortresses. Photos are attached if they are surviving.
    In Chapter 3, 17 types of structural lists are discussed separately due to three standpoints ; that is, 1) how the demand of the structures had been shifted, 2) how the contents of the engineering had been shifted and 3) how was the regional property of those engineering. The first category is further divided into five sub-category. The second category is further divided into three ; that is, a) traditional engineering had been succeeded without change mainly in the small local structures, b) modernized engineering had been extended onto the traditional ones and c) traditional engineering had weeded out and disappeared. The third category is further divided into two sub-category ; that is, rich and poor regional differences.
    By applying the procedure developed and given in this work, civil engineering structures in the modernized era in Japan can be evaluated more deeply. Several examples are attached.

    Due to our survey around Okayama and Yamaguchi prefecture, it has been found that civil engineering stone structures, which can be seen characteristically in granite area surround Setouchi Sea, were classified mainly into two types One is "rolled stone structures" which were constructed between the early in the Edo period and the 2ィイD1ndィエD1 World War, and the other is "stone beam structures" which were mostly constructed in the Edo period.
    The rolled stone structures were used in the rivers as levees for boat, spur dikes, training jetties and overflow weirs, and were also used in the harbors as breakwaters. Although they were constructed widely throughout Japan, they are mainly concentrate in Setouchi and Kyusyu districts. They are rather tiny and less important from the technical category, but their tender and smooth figures are quite attractive from the viewpoint they are resistless to any natural force, which was the common way of life of the former Japan.
    The stone beam structures were used in the reclaimed area as sluices, beam bridges and drawbridges. They were constructed only in the granite area except for the rare case in the tuff area in Kyusyu. They are rather primitive and also less important from the technical category, but their strong and dynamic figures are quite attractive from the viewpoint they belongs to a typical Japanese traditional beam-column formation.
