本研究は、わが国初の国立ハンセン病療養所として1930年に設置された長島愛生園（岡山県瀬戸内市）を対象として、戦争によっていったん休止された自治会活動と入所者運動が戦後再建されるなかで、田中文雄（1912-1979年、本名は鈴木重雄）と森田竹次（1910-1977年）という対照的な政治的主張を掲げた入所者らに関して、これまで未整理であった一次資料を分析し、医療と生活をめぐる戦後の当事者運動を検討することを目的としている。今年度は実施内容において中心的な位置を占める資料調査について、後述するような新型コロナウィルス感染症をめぐる状況により一部変更点はあったものの、長島愛生園および所属研究機関（岡山県岡山市）において調査を進めた。その主たる成果は以下の2点である。
①長島愛生園における戦後の入所者運動の再建過程を考察するうえでは1930年代後半の成立過程における諸課題の把握が必要であることから、その概要を把握することを目的とした論文を公表した。あわせて、これに関連して隣接する邑久光明園において運動の担い手となった人物の概要を考察した論考を発表した。また、当時療養所に勤務した医師の活動についての研究発表を行った。
②資料調査の過程で療養所で保管されている入所者の記録の保存と活用が特に重要な課題となることから、療養所職員を対象とする研究会での講演を行う機会を得て、問題の所在について報告するとともにその内容を活字化して発表した。 -

医療アーカイブグループが推進する小峰研究所資料調査では、医療記録および組織資料の内容特定を進めている。医療記録の大部分を占める症例誌に関しては約8割程度の人名特定を達成した。組織資料の調査からは、会計帳簿や出金伝票が部分的に残存することが分かり、１ヶ月の経理状況の把握につながるなど、組織運営の実態把握に向けて大きく前進した。
感染症・公衆衛生グループでは、「疾病と歴史」について上海の４大学から招待を受けての講演、「パンデミック時の日本および西欧における検疫をめぐる政府対応および社会の反応の比較史」等についての考察、「大正から昭和初期に於ける乳児死亡と感染症」や「スペインかぜ流行とわが国の衛生行政」等について分析と検討を進めた。
ハンセン病グループでは、国立療養所菊池恵楓園所蔵「患者身分帳」に関する共同研究を同園倫理審査委員会の許可を得て実施してきた。分担して主に1920年代の「患者身分帳」の読解と分析を進めた。共通フォーマットに匿名化したデータを入力して情報を共有し、1907年法下でのハンセン病療養所の入所者に関して、共同して多角的な分析を加えた。
精神疾患グループでは沖縄県公文書館および沖縄県立図書館が所蔵する戦後沖縄の精神衛生行政・公衆衛生看護に関する資料、京都癲狂院、東京府巣鴨病院、京都帝国大学ならびに東北帝国大学精神病学教室で行われていた音楽療法実践に関する資料、下総精神医療センターが所蔵する戦時下の国府台陸軍病院に関する資料を収集した。また、医療アーカイブズの保存と利用に関する議論を行った。
国際拠点形成グループでは、国外出張が難しいため日本国内の施設における患者の情報を記録するメカニズムを調査した。王子脳病院の病床日誌や、九州帝国大学、東京帝国大学の記録の違い、日本の国内の言語上の異なりを調査し、日本語、ドイツ語、英語などが用いられるパターンを調べた。 -

I conducted a survey of records held by the Nagashima Aisei-en Community Association (Setouchi City, Okayama Prefecture), which was established in 1930 as the first national sanatorium for Hansen's disease, and confirmed the existence of 4,364 documents dating generally from the 1930s through the 2010s. In addition, by collecting and analyzing records related to sanatorium management and memoirs of residents and staff held by Nagashima Aisei-en, we examined the historical development process and significance of the various movements of people affected by Hansen's Disease at the sanatorium during and after World War II, from the 1940s to the 1950s.

Hansen’s Disease and mental illnesses have allowed historians to analyze several major issues. Instead of the development of medicine by itself, nor of the experience of the patients, the relationship between the doctor (and other nursing staff) and the patients was important. Doctors and the patients were also affected by wider issues. Musical therapy incorporated the interests of both side; the family and the communities of the patients were crucial; science and technology was important for the doctors. As for tuberculosis, this project has so far failed to find rich patients’ records. We shall think about how to get an archive for tuberculosis and other infectious diseases.

This research project brought together scholars of Hansen’s disease from fields such as sociology, history, literature, public health nursing to work together and create discussion. The main part of the project consisted of the archivization of documents held by residents’ associations of the sanatoria and the collection of oral histories in order to build a collection of bibliographical materials. Further, through our analyses, we shed light on the experiences of the sufferers and medical workers whose stories were elided in the dominant, one-sided historical narrative. Finally, in order to consider the place of the Japanese problems of Hansen’s disease within a global context, we opened international research symposia and presented our work in international conferences. Thus, we explored new aspects of Hansen's disease studies in the humanities and social sciences through our focus on the historical and social realities of exclusion and inclusion.
