    配分額：4290000円 （ 直接経費：3300000円 、 間接経費：990000円 ）

    2021年度はアメリカのNPOに予備的なWEB及び郵送アンケート調査を行い、さらにアンケートに回答していただいた団体にインタビュー調査を行う予定であったが、新型コロナウイルスの世界的な蔓延のために渡米できなかったこと、また相手方団体がコロナ禍で事業継続に苦しんでいる中でアンケート調査やインタビューを依頼して負担を掛けることは不適切であると思われるので、予定していた規模での研究計画の実施を断念せざる終えなかった。
    その代わり、2019年度にインタビュー調査を行った際に複数のNPOが導入していた Person-centered Approach をより詳細に調査・分析するため、予備調査として当該NPOに再度インタビュー調査をオンラインで行った。これらの研究結果については、2021年11月にオンライン上で行われた米国NPO学会（Association for Research on Nonprofit Organizations and Voluntary Action）で研究発表を行った。
    Person-centered Approach では受益者とその家族の要望を実現するために、サービス提供団体とは独立したケースマネジャーの役割が非常に重要であることが確認された。ケースマネジャーは受益者とその家族とともに協力し受益者にとって適切なアウトカムを設定することを助け、どのサービス提供団体のサービスがそのアウトカムを実現するために有効なのかを決定することを手伝い、サービスの有効性を評価することを支援するという役割を担っていた。サービス提供団体と受益者の二者間では力関係に差があるため、サービス提供団体とは独立したケースマネジャーが介入することによって、Person-centered Approach の実現性を高めようとしていることが確認された。
