    Abstract

    The changing climate makes it more difficult to manage water resources and food production sustainably. Various adaptation measures have been proposed to moderate the negative impacts of climate change; however, implementation of these measures may be hampered by other factors even if the benefits are acknowledged—a situation termed “soft adaptation limits” by the IPCC. We hypothesized that societal rules can be a potential barrier to adaptive action if they are too fixed, because such rules have coevolved with the interactions between the past climate and human activities. To test this hypothesis, we present a framework based on the assumption that associated societal rules of Japan's matured irrigation systems are potential barriers to adaptation. The framework consisted of two process‐based models, one to evaluate the water deficit risk and one to evaluate the benefits of optimizing rice yield and quality. We applied each model to an experiment in which we shifted the current transplantation date by 1 week for up to 5 weeks before and after the current date under the historical (1981–2000) and RCP 2.6 and 8.5 (2011–2030 and 2031–2050) scenarios. We revealed two contrasting development pathways in the study watershed. Soft adaptation limits imposed by water availability will occur by 2030 if farmers optimize for quality, whereas mutual benefits to farmers and river administrators will be achieved if farmers seek yield. We argue that more participatory research with stakeholder engagement, as well as policy discussions about these possible developments, is needed to ensure successful adaptation.

    The impact of climate change on snow water equivalent (SWE) and its uncertainty were investigated in snowy areas of subarctic and temperate climate zones in Japan by using a snow process model and climate projections derived from general circulation models (GCMs). In particular, we examined how the uncertainty due to GCMs propagated through the snow model, which contained nonlinear processes defined by thresholds, as an example of the uncertainty caused by interactions among multiple sources of uncertainty. An assessment based on the climate projections in Coupled Model Intercomparison Project Phase 5 indicated that heavy -snowfall areas in the temperate zone (especially in low-elevation areas) were markedly vulnerable to temperature change, showing a large SWE reduction even under slight changes in winter temperature. The uncertainty analysis demonstrated that the uncertainty associated with snow processes (1) can be accounted for mainly by the interactions between GCM uncertainty (in particular, the differences of projected temperature changes between GCMs) and the nonlinear responses of the snow model and (2) depends on the balance between the magnitude of projected temperature changes and present climates dominated largely by climate zones and elevation. Specifically, when the peaks of the distributions of daily mean temperature projected by GCMs cross the key thresholds set in the model, the GCM uncertainty, even if tiny, can be amplified by the nonlinear propagation through the snow process model. This amplification results in large uncertainty in projections of CC impact on snow processes. (C) 2017 Elsevier B.V. All rights reserved.

    The Distributed Water Circulation Model incorporating Agricultural Water Use (DWCM-AgWU) was modified and the revised model was applied to assess water use in the Chao Phraya River basin in Thailand for the years 2008-2011, during which there were droughts and floods. A reservoir management model was introduced to incorporate two large dams (Bhumibol and Sirikit dams), with several remote irrigated areas in water allocation/management, and performed special treatments of flood peaks to account for agricultural practices. In the system, the two dams are the main sources of irrigation water during the dry season and they are used to control floods during the rainy season. Moreover, for the lower Chao Phraya River from Nakhon Sawan to the sea, another special water management was applied on rainy days to keep the release at the Chao Phraya Diversion Dam at or below a certain threshold. That is, when discharge exceeded the threshold, water was diverted to main irrigation canals on the western and eastern sides of the Greater Chao Phraya Irrigation Project. According to the simulation, the average relative error between the calculated and observed daily discharge was 21% at the Nakhon Sawan station, which is located below the confluences of the four main tributaries of the Chao Phraya River. The modified model will enable continuous calculations for mitigating the impacts of extreme events, such as the 2011 flood in Thailand, managing the use of irrigation water, and proposing adaptive countermeasures to climate change.     The present study generated nationwide assessment maps for the impact of climate change on agricultural water resources throughout Japan, by using climate scenarios derived from global climate models and DWCM-AgWU, a hydrological model that incorporated irrigation water management. In addition, we analyzed the uncertainty of the assessment maps, investigating the ranges of the assessment indices in 11 climate scenarios used. For the assessment of drought discharge, we generated the assessment maps for two rice growth stages (puddling and heading) that are highly vulnerable to water shortages. The maps generated in this study provide a framework for assessing the impact of climate change on agricultural water resources in Japan and reveal the vulnerable regions to climate change. The uncertainty analysis suggested that the assessment uncertainty depended on the hydrological processes used to calculate assessment indices and on the magnitude of their natural annual variability. For a deeper understanding of the uncertainty in hydrological assessments it is necessary to investigate the impact on the assessment uncertainty of the natural variability of hydrological processes especially relating to extreme events.

    This paper presents a basin-scale approach to irrigation planning for use in areas with scarce hydrological and meteorological data. We review the past development of cascade irrigation facilities in Cambodia's Kep Province and present the results of applying a distributed water circulation model that incorporates agricultural water use in Cambodia's Pursat River Basin. Basic hydrological and meteorological data are scarce for these areas, partly as a result of the Cambodian civil war. Although 70% of overall water use is for agriculture, irrigation rates in many areas of monsoonal Asia are low and farming depends mainly on rainwater, even in basins where paddy fields are dominant and water resources are abundant. Moreover, basic hydrological and meteorological data are scarce in these areas. Past irrigation planning proposals in these areas have not specified the required volumes of water or the necessary capacities of irrigation facilities. Our consideration of irrigation projects in the Pursat River Basin, based on meteorological data inputs estimated by using a general circulation and/or climate change model, showed that basin-scale irrigation planning can be applied despite the scarcity of data. Application of the results of long-term climate change modelling by Japan's Meteorological Research Institute and a distributed water circulation model developed by Institute for Rural Engineering, NARO (NIRE), show that it is possible to model and use basic data when observational data are inadequate.     Water flows in irrigated paddy areas are complicated not only by the substantial volumes involved but also by repeated cycles of diversion and return flow. A spatially explicit hydrological model that simulates water diversion and return processes in irrigated paddy areas was used to evaluate the return ratio of diverted water to river basin. Assuming complete mixing of the rainfall and irrigated water over the entire irrigation period, the time-averaged return flow was calculated using the simulated net drainage from the irrigated areas. The return ratio, which is defined as the fraction of the total return flow volume to the total diverted water volume, was 48.5% (ranging from 42.3 to 52.1%) in our case study. These values suggest that most of the water diverted to the irrigated paddies will be discharged except that which is lost through evapotranspiration, because we consider the return ratio during a sufficiently long period and for large irrigation areas. While the largest and smallest return ratios were obtained in the driest and wettest years, respectively, the correlation between rainfall amount and return ratio was not significant, suggesting the need for a more appropriate averaging period that accounts for the short-term variabilities in return flow processes.     Rice productivity will be affected by climate conditions not only in own region but also in neighboring regions through technological spillover. Measuring such direct and indirect influence of future climate change is important for policy making. This study analyzes socioeconomic and climate factors in rice total factor productivity (TFP) and evaluates technological spillover effects by using the spatial econometric model. To consider geographical situation, we use hydrological model in addition to crop-yield and crop-quality models. Results show that spatial autoregressive tendencies were observed in rice TFP, even though the influences of climate factors were removed. Such spatial dependence brings about synergistic effects among neighboring prefectures in northern Japan and depression effects, like a spatial trap, from neighbors in southern Japan. Substantial impacts of climate change were as high as socio-economic factors but different in degrees by regions. Also, future climate change estimated by the global climate model enlarged fluctuation degree in rice TFP because accumulative or cancel out effects of temperature and precipitation occurred year by year. Therefore, technological development in rice production and provision of precise climate prediction to farmers are important in order to ease and mitigate these influences.

    We developed a water circulation model that incorporates paddy water management, including reservoir operation and water allocation schemes, which is applicable to extensive and well-developed irrigation areas. First, reservoir operation and water allocation and management models were introduced into the water circulation model previously developed by the NIRE. Subsequently, we applied the developed model to assess the impact on irrigation reservoirs of climate change in the Mun River basin of northeast Thailand. As a result, taking into consideration the fluctuation in rainfall, the developed model reproduced the seasonal changes in storage water and water release at two large reservoirs, and monthly diverted water at a major diversion weir. Moreover, introducing the operation of reservoirs and diversion weirs improved the simulation accuracy of river discharges, particularly in dry seasons. According to climate change projections, the impacts of climate change on reservoir operations differed in each reservoir, although the reservoirs are in the same basin. This means that the impacts of climate change on the operation of water-use facilities should be individually assessed. Since the developed model requires only basic information and assumes simple operation rules, this model is useful for assessing impacts on the operation of numerous water-use facilities simultaneously at the macro level.

    The incidence of extreme rain is expected to increase with climate change and affect rice productivity in Japan. This study aims to evaluate the impacts of long and heavy rain on Japanese rice total-factor productivity (TFP) by estimating causality functions. We measured rice TFP by using the Tornqvist-Theil and Malmquist indexes for dependent variables and predicted, the influences of future temperature and rain on rice TFP by the causality function associated with crop models and a hydrological model based on climate projections from the global-climate model (GCM). The results initially showed no significant differences between Tornqvist-Theil and Malmquist indices in the effects of climate factors, although some differences emerged in the causality of socioeconomic factors. Second, the effects of rain were always negative, and absolute TFP elasticity against rain was lower than temperature via yield and quality, but poorly drained surface water as well as flooding reduced rice TFP by 2.5 to 4.5%. Third, changes in predicted rainfall under future climate change caused annual rice TFP to fluctuate, and an impact of rain on TFP fluctuations exceeded that of temperature via yield and quality. This is due to significant variations in annual rainfall, even though the measured elasticity against rain was low. Based on these findings, the implications for research and policy-making are discussed.

    Rice productivity tends to become similar among neighboring regions because of spillover effects, but few previous studies considered such spatial dependence in Japanese rice production. Measuring such spatial influences is important for policy making. This study analyzed the socio-economic and climate factors for rice total factor productivity (TFP) by considering spatial dependence caused by technological spillover and other latent factors.<br>Results of the spatial auto-regressive (SAR) model and spatial error model (SEM) showed the following. First, effects of spatial dependence in rice TFP level remained even when climate factors, which affect TFP in broader regions than prefectural areas, were controlled. Hence, some biases occur in ordinary least square estimations commonly used in the panel data analysis. Second, the elasticity of TFP with respect to temperature via rice yield was positive until 2000 in most prefectures where summer temperatures were under the threshold level to cause changes in yield. The elasticity of TFP was high and remained positive until the 2050's in northern Japan. However, in middle and western regions and Kyushu, the elasticity was predicted to become negative after 2030. The same tendency was found in TFP elasticity for effects of temperature on rice quality. The threshold value for temperature in rice quality was lower than rice yield, so an increase in temperature depresses TFP in middle and western regions and Kyushu even under the present situations. Only a few prefectures in northern Japan can achieve an increase in TFP at present. The TFP elasticity against rainfall is constantly negative. Impacts of long rain were stronger than floods. As shown by these tendencies in TFP elasticity, future climate change negatively affects rice TFP via temperature and rain. Third, the ratios of indirect effects from neighboring prefectures by causative factors against total effects on TFP changes, measured by the SAR model, were high in northern Japan where neighbor TFP levels were relatively high. Contrarily, the ratio was low in middle-and-western Japan where neighbor TFP levels were low. Even so, the percentage of indirect effects compared with total effects was approximately 10 to 25% in all regions and throughout all periods.<br>As such, spatial econometric models are useful to show results without spatial biases. Based on these results, technological development of rice production and provision of precise climate prediction to farmers are important to mitigate the influences of climate change.<br><br>JEL Classification:D24, O30, Q11, Q16, R32

    Yield-reduction scales for rice were formulated through a pseudo-flooding experiment conducted on paddy fields. Experimental conditions were classified according to (1) rice development stage, (2) complete or incomplete submergence, (3) clear or turbid water, and (4) duration of submergence. The yield and quality of the brown rice grown under each condition were assessed. The data were used to formulate yield-reduction scales, and they showed the yield-reduction ratio depended on the flooding conditions, including the rice development stage and the duration of submergence. The formulated yield-reduction scales were applied to simulated water depths on paddies, calculated by a drainage model, in a lagoon network that were flooded in July 2006. In the target basin, the decrease in rice yield was estimated at 900,000 kg, for an economic loss of 2.3 million dollars at the event. More accurate estimation will require further research, for example by modification of the drainage analysis model.

    Climate change would have widespread influence on water resources and have various characteristics in the impact by regions. On the other hand, high degree of water resources development, social and economic activities in Japan would make the different impact of climate change in each river basin, even if in the similar climate region. In this study, we developed hydrological model integrating water use system (reservoirs, diversion weirs, irrigation canals and paddy fields) in Japan rivers, and introduced the example of macro-level assessment of climate change on paddy field irrigation, a largest water use sector in Japan.

    近年、健全な水循環が問題視されているが、この問題の解決のためには流域内の水循環を定量的に表現する必要がある。本研究では岡山県北部の小阪部川ダム流域を対象に、山地からの流出量の計算に流出解析モデル、河道内の流れに水理モデル、地下水に2次元不圧地下水流モデルを適用し、これらの手法を統合した流域水循環モデルの構築を行った。流出解析モデルには長短期流出両用モデルを、河道内の流れには不定流解析を用いた。その結果、このモデルを用いることにより各地点の河川流量、河川水位、地下水位を同時に求めることができ、流域内の水循環を定量的に表現できるようになった。また、小阪部川ダム貯水池の流入量も精度よく再現できた。今回地下水のデータを入手できなかったため、地下水流動解析に関してはシミュレーション的に行ったが、今後地下水の実測値のある流域でこのモデルを適用することにより、更にモデルの適応性の検討を行う必要がある。

    確率水文量の推定には,一般に年最大値を対象とする区間最大値法が用いられている.しかし,対象とするデータサイズが小さい場合,対象期間内のデータの変化の影響が大きいために,確率水文量の推定値に大きな変動を及ぼす難点がある.近年,Maraniらによって提案された「メタ統計的手法」では観測時系列データ全てを対象とするので,観測期間が比較的短い場合でも区間最大値法よりも安定した推測値が得られる.しかし,例えば日雨量を対象とする場合,メタ統計的手法による確率日雨量の推定精度を高めるためには,各年の日雨量データに当てはめる確率分布の適切な選定が必要である.本研究では,「メタ統計的手法」適用のための日雨量の確率分布の選択基準としてAIC,PPCC,PRMSEついて比較検討した結果,PRMSEが良い性能を示すことを確認した.日本全国の各地の日雨量を対象にPRMSEを用いて適切な確率分布を選択した結果,地域的な分布傾向が確認された.地形性降水の影響を調べたところ,PRMSEによる選択でワイブル分布が選ばれた地点は地形性降水の影響が大きいことが分かった.

    水文水資源分野における気候変動影響評価では洪水や渇水などの極端現象を対象とした影響評価が重要となるが,極端現象はそもそも自然変動(いわゆる年々変動)が大きく,少ないサンプルでは不確実性が大きいため信頼性の高い評価が困難である.本研究では,大規模アンサンブル気候シナリオd4PDFを用いることで,主に農業用水として重要となる渇水流量を中心に,自然変動に起因する不確実性について吟味した.

    &amp;nbsp;We examined the regional tendency of elevation dependency of climate change impact on snowfall amount using CMIP5 multi- model ensemble. The results showed that the rate of snowfall change differs by the elevation, and its tendency changes by regions. In addition, the tendency of impact of climate change on snowfall changed largely among each GCM especially in Western Japan. This is probably because the projection of temperature from each GCM was distributed near the boundary temperature between snowfall and rainfall in the Western Japan the temperature of which is relatively higher than other regions.

    We tried to formulate a reduction scale of rice yield to assess damage on paddy by flooding. The scale was based on data of flood experiment of the rice plants. The experimental arena was constructed in a paddy field, and consisted of two zones, one is a zone with usual water levels, and another one is a flood zone for the submergence experiment. The flood zone has three types of depth, and in addition it was divided into two plots, a clean water and a turbid water part. The experimental conditions were classified according to (1) development stage of the plant, (2) complete or incomplete submersion, (3) clean or turbid water, and (4) duration of submersion. As a result, we showed that the booting stage of rice development was particularly vulnerable to complete submergence. In contrast, rice plants submerged incompletely showed resistance to submersion, even if in this stage.

    Return flow from irrigated paddies characterizes flow regimes in river basins where agricultural water use is dominant. However, quantitative evaluation of intake-return-ratio is limited due to widely distributed nature of irrigation water flux, and difficulties in separate irrigation-originated water from total return flow, which composed of rainfall, irrigation and river flux from upstream. We estimated intake-return-ratio by using a basin-wide water circulation model incorporating water allocation throughout irrigated paddy areas. Exploiting the river networks of the model, we first specify the points where return flow occur and associated influx points, and calculate accumulated influx and runoff volume at each point. Total return flow volume from irrigated areas is estimated by subtracting the influx volume from the runoff volume. Assuming irrigation-rainfall-ratio is constant during estimation period, we separated irrigation-originated return flow from total return flow. Evaluated intake-return-ratio during cropping period is 0.70 as a result of 33 years&amp;rsquo; average.&amp;nbsp; &lt;br&gt;

    In this study, we modified the distributed water circulation model incorporating various paddy water use. First, a water allocation model and a reservoir operational model were integrated into the water circulation model to account for the water circulation in large irrigation area. Then, this integrated model was applied to the Mun River and the Chi River basins, one of the tributaries of the Mekong River, in Thailand. The result shows that the modified model represents the detailed process of paddy water use, such as water release from reservoirs, water diversion at headworks, water allocation in large irrigation area.

    本研究は,2021年度を最終年度とする基盤研究(C)(課題番号18K05879)の「ベイズ統計の理論を用いた既往最大規模豪雨および洪水の統計的評価に関する研究」の後継に位置付けており,メタ統計的極値分布の手法を,地域頻度解析に適用する手法の開発を研究目的の一つとしている。
    これまで,地域頻度解析では,雨量データの統計値であるL積率比や緯度・経度を用いて地域分類をおこなってきたが,気候の経年変動を考慮すると,豪雨などの極端現象を代表とする年最大値の経年変化パターンの類似性に着目して地域頻度分析を行うことも考えられる。
    ここでは,MEV分布についての検討の前段階として,年最大値時系列を対象とした下記の地域分類法について,(1) 各観測地点におけるL積率比と緯度・経度を用いたクラスター分析,(2) 各観測地点における年最大値時系列を平均値で除した基準化データを用いたクラスター分析,とを行った。
    岡山県内の雨量観測点を対象として検討した結果,岡山県全体を1地域として解析を行うと,地点頻度解析による結果との差が大きくなり過大または過小推定と思われる結果が多いこと,地域分類を,年最大値時系列を用いた方法で行い,従来のL積率比による地域分類の結果と比べると,年最大値時系列を用いた地域分類の方が,地点頻度解析に近い結果が得られることが分かった。
    以上の結果から,本研究で検討しているMEV法を用いて地域頻度解析を行うための地域分類について有用な知見が得られた。MEV法への地域頻度解析の適用では,地域を構成する全ての雨量観測点における雨量時系列データによる分類法を検討する必要があるが,そのためには年最大値を対象とした地域頻度解析について検討した結果に基づき,日雨量または時間雨量データを用いた適切な地域分類法を検討する必要がある。

    課題1について,寒河江ダム流域に適用したタンクモデルにバイアス補正を施した週間アンサンブル予報を入力することで,5日先までのダム流入量予測を行った.その結果,3日先までであればある程度の精度でダム流入量が予測できることがわかった.また,タンクモデルに予測精度をすでに構築済みの週間アンサンブル予報を導入したNearest Neighbor法(NN法)による予測精度と比較すると,融雪期の予測精度はNN法の方が高いことが明らかになった.水文モデルでは積雪融雪過程のモデル化を行うが,このモデル化に課題があると考えられる.また,岡山県全域を対象に,農業水利用を導入した水循環モデルを構築し主要なダム流入量及び河川流量が再現可能であることを確認した.次年度以降,このモデルに週間アンサンブルを入力することで下流需要を考慮したダム放流支援システムの開発を行う.
    課題 2について,全国14のダム流域にタンクモデルを適用し,モデルパラメータの吟味を行った.その際,降水量補正として降水量を一律に割ります方法と降雪量を補正する方法を比較し,流出解析に与える影響を吟味した.その結果,特に豪雪地帯では降雪量を補正することで融雪期後期のダム流入量の過小推定傾向や秋季の過大推定傾向が緩和され,再現精度が向上することがわかった.また,メッシュ平年値を導入すると西日本ではほとんどの流域で降水量の割り増しが不要となった.
    課題3について,出水時の過小推定を緩和するため,局所線形近似化法(LL法)を用いてダム流入量予測を行った.その結果,全体的な予測精度はNN法と同等となったものの,高水部ではLL法で予測精度が高くなった.このことから,簡易なパターン認識法によるダム流入量予測支障としてはとしては局所線形近似化法が適していることがわかった.

    The purpose of this study was to examine a method for more accurate estimation of extreme values from limited data at the beginning, and initially used the Markov chain Monte Carlo method based on Bayesian statistical ideas that have been widely used in recent years. Firstly, extreme statistical analysis using the conventional annual maximum value method and threshold excess method were applied and evaluated, but as we proceeded with the research, we found a meta-statistical extreme value (MEV) distribution that uses all rainfall time series data. Comparison between the application results of the MEV method and those of the annual maximum method showed that the return level of rainfall can be estimated by suppressing the influence of a small number of extremely large peculiar data by the MEV method.

    This study addressed the uncertainty in climate change impact on drought risk caused by the natural variability which hydrological indices naturally have, using d4PDF, large-ensemble climate dataset. We used three indices for the assessment: 10-year drought discharges during puddling and heading periods for drought risk, and 10-year daily discharge for flood risk. To detect influence of the natural variability, we calculated 9,000 pattern change ratio of each index using 100 ensemble members for present climate and 90 ensemble members for future climate.
    The results show the large distribution of the change ratio for each index except 10-year drought discharge during puddling period in heavy snow region; this means that in the assessment on extreme events such as flood and drought, the assessment results may include both increasing and decreasing trends due to the natural variability, the uncertainty in climate change impact caused by natural variability are inevitable.

    Focused on extremes (droughts and floods), which are expected to increase in future, impact assessment of global warming on agricultural water use and drainage are carried out and countermeasures against those were evaluated by utilizing water management of reservoir operation and flood prevention function of paddies. In this approach, this water circulation model turned out to estimate the cropping area of rice paddies, the water requirements of paddy fields, at any location and time in the basin, as well as water availability as runoff amounts. In addition, the change of rainfall amounts in different durations due to global warming were examined, so that a systematic generation method for internal rainfall patterns was developed.
