    The points revealed in this study are as follows. 1.It is important that professional standards are selected and implemented between nurturing "personal value and commitment" and "strategic vision" rather than enumerating "professional behaviour" by functional analysis. Only in addition to the “professional standards”, “leadership development framework” and “professional learning model”, will it be possible to ensure consistency and wholeness in education throughout the teaching career, and also to give learners a sense of ownership. Also, instead of subdividing learning by making learning programmes and evaluation items correspond to the contents of professional standards as a checklist, it is a tool to form questions about the learner's own identity and make sense for school improvement strategies. It means that you have to treat it as holistic.

    This study has compared the system and curriculum of post graduate program in 9 countries, USA, UK, France, Germany, Finland, Latvia, Rossia, Korea and Thailand based on the reform movement in Japan. The following three are shown as the findings of this study; 1.There are three types on the connection of curriculum between under graduate and postgraduate program, melting type, continuating type and separate type. Each contry runs its system based on this characteristic. 2.Many countries secure the combination between theory and practice in teacher education by the expertise and career of teaching staff of teacher education. 3.     The purpose of this study is to get precise information on promoting use of ICT (Information and Communication Technology) at schools, especially focusing on 1) the impact of ICT and 2) conditions and capabilities required for both teachers and schools themselves, from the viewpoint of view of organizational management and instructional innovations in schools.
    The results suggests that 1) support from administrative sectors, 2) brush-up of individual teachers skills through OJT training at schools, and 3) sufficient arrangements of software and hardware are essential to the promotion of ICT use at school. In addition, the answers to the questionnaire research imply the lack of clear policy of ICT use in the school management scheme, which may be a far bigger problem in the promotion of ICT use at schools.

    In this study we investigate teachers’ emotion and work condition through analysis of interviews to teachers and school documents. As a result it is evidentthat on one hand teachers tend to have negative emotions because of the uncertainty of teaching and continuous educational reform, but on the other teachers manage their emotions to transform negative emotion to positive one. It is also clear that in some schools teachers’ emotions vary so much and in others they do not depending on the principal’ s leadership and other factors.
