本研究の目的は、選挙権年齢と成人年齢の18歳への引き下げという法律改正の中で、これまで以上に市民としての役割が期待される18歳という年齢に着目し、小中学校の教科「社会」と高等学校の教科「公民」を通して如何にしたら「18歳市民力」を育成できるかについて、教育目標・教育内容・教育方法の各側面から体系的にアプローチし、系統的・総合的教育課程編成の在り方を明らかにすることにあった。
この目的達成を目指しこれまで研究を進めてきたが、その実績は、以下の三点にまとめることができる。
第一に、研究体制を固め、研究会等を実施しながら協議を深め、18歳市民力育成を目指した教育課程編成の枠組みを構築した。その枠組みは、教育目標に関して「資質・能力マップ」、教育内容に間して「カリキュラムマップ」とそれぞれマップを作成することで対応し、視覚的に把握できることに留意した。二つのマップに基づき、18歳市民力育成に関わる社会系教科の授業を組織するという発想である。
第二に、国内実態調査と海外比較調査を進め、18歳市民力育成の前提となる児童生徒の実態把握と、海外における18歳市民力育成に向けての取り組みの理解を図り、先に触れた二つのマップの教育的意義を確定する作業を進めた。海外比較調査は文献研究に中心に進め、日本の18歳市民力育成の取り組みに示唆となる視点を導出するに至った。また、国内実態調査では、小学５年生、中学２年生、高等学校２年生の児童生徒それぞれ約2000名、合計で約6000名に対して質問紙調査を実施し、児童生徒の実態を把握することに至った。
第三に、18歳市民力育成に向けての授業実践を「政治」「法」「経済」「倫理」の各側面より進め、適宜研究代表者や研究分担者、そして、研究協力者の間でその内容を共有しながら、授業実践の深化を進めた。その際、先の二つのマップへのフィードバックを念頭に置き、その洗練化に努めた。 -

本研究は、国際バカロレア（ＩＢ）で求められる学力や教授法を我が国の教科教育研究の成果をふまえて検討し、教科教育との共通点や親和性を見出したうえで、日本の学校改革の手法としてＩＢを導入する原理と方法を提案することを目的としている。
そのうえで、次の三点を到達目標として達成したい。第一は、ＩＢのＭＹＰ（ミドル・イヤーズ・プログラム）とＤＰ（ディプロマ・プログラム）の各科目の教育の特質を日本の教科教育との比較において明らかにしていくことである。第二は、ＩＢの原理を取り入れた日本の教科においても実践可能な教育プログラムを開発することである。そして、第三は、高等学校と連携し、開発した教育プログラムを実践し、その効果を検証し改善していくことである。以上の取組をふまえ、我が国の中等教育のカリキュラムや学校経営システム、教員の養成・研修体制をＩＢの理念を活かして改善するための具体的な方法の提案につなげたいと考えている。
ここまでの研究においては、上記の目標に向けて次の三つの事業を行ってきた。第一は、我が国の教科教育研究と国際バカロレアの学習を比較するための資料の収集である。主に、歴史、経済、生物、知の論理について教科書を中心に収集をし、当初の目的に近い数を集めることができた。第二は、国際バカロレア入試によって大学に進学した学生に対するインタビュー調査である。ここまで、３名のインタビュー調査を行い、国際バカロレアで学んだ学生は、日本の教科で学んだ学生とは異なり、どのような学習観を形成しているかを明らかにしようとした。第三は、日本の高等学校における探究学習と、国際バカロレアの学習との比較である。日本の高等学校の総合的な探究の時間と国際バカロレアの指導の在り方の検討から上記の課題に応えようとした。今後は、教科書の分析を中心に、可能な範囲で授業の見学や検討を行い、当初の目的を達成したい。 -
Study on improving the school system focusing on developing a glocal citizenship

本研究は、地域と世界をつなぐ主権者教育に取り組み成功している全国の学校の中から、成功事例として位置付けられ得る学校を抽出し、それらの学校を、システム、カリキュラム、教師と生徒という観点から調査・分析し、成功の要因を解明していくことを目指したものである。新型コロナ感染症拡大のため、学校を対象とする調査を行うことができず、計画は大幅に変更せざるを得なかったが、国内調査に関しては、日本のSGH指定校のカリキュラムの調査を行うとともに、その成果を調査するための方法について検討をした。特に、岡山市内のSGH指定校について、その実践の成果を分析する方法を考察した。また、日本国内で、グローバル・シティズンシップ教育に力を入れている学校の情報収集を行い、それらの学校のカリキュラムや教育実践を分析・評価する方法について検討した。
海外渡航ができなかったため、海外調査については、オンラインによる会議の実施のみにとどまった。香港教育大学や韓国の誠信女子大学校の研究者及び大学院生とグローバルシティズンシップ教育に関する研究交流を行った。その成果については、モンゴル教育大学が開催した国際学会や、韓国の大学が中心になって行った国際シンポジウムにおいて報告した。国内調査については、調査のためのフレーム・ワーク構築のためにグローバル・シティズンシップに関する国内外の文献を収集するとともに、質的調査研究法にかかわる文献を検討した。それらの成果をふまえて、高等学校のSGHのカリキュラム分析を行った。 -
Curriculum Development of Climate Change Education through Collaboration between UNESCO Associated Schools and Centers of Excellence on ESD in Asia

The objective of this study was to develop a curriculum model of climate change education (CCE) in elementary and junior high schools in collaboration with UNESCO Associated Schools and centers of excellence on ESD in seven Asian countries (China, Indonesia, Japan, Laos, Mongolia, Myanmar, and South Korea). During the research period, we developed and implemented CCE units and lessons in schools, and analyzed students' development of competencies related to climate change in the cognitive, social-emotional, and behavioral domains. As a results, we identified the requirements for incorporating CCE into elementary and junior high school curricula in Asia. Furthermore, we examined measures to disseminate the research results to schools including UNESCO Associated Schools.

Construction of Academic Foundations and Development of a Curriculum for the Creation of Medical Ethics of Hansen's disease

In Japan, patients with Hansen‘s disease were forcibly detained, followed by lifetime isolation. To prevent the same mistakes, it is necessary to establish medical ethics for Hansen‘s disease. This project primarily constructed a curriculum on "Hansen‘s disease and Medical Ethics" (for medical students), and on “Hansen‘s disease and Human Dignity” (for elementary to university students), which initiated a series of on-site lectures. Subsequent qualitative analysis of survival narratives elucidated the ethical issues of lost sight due to clinical trials, the structure of spiritual pain from lifelong isolation, perceptual disorders, and their perception of the COVID-19 pandemic. Our published book, "The Beauty of Nature and Prayer in Sanatoriums," and the digital teaching materials, convey the wisdom gained through a life of hardship. Finally, the Society for the Ethics of Hansen‘s disease was established, and the journal “Hansen‘s disease and Human Dignity” was published.

（1）中学校社会科及び高等学校地歴科・公民科の教員を対象とした質問紙調査を修正・確定させ、本調査を実施する。質問紙の内容は、日本の社会科等を担当する教師が、法概念を教えるに当たって、どのような認識を持っているのか、例えば、憲法で示される概念について、「何が重要」で「何が重要でない」と考えているのか、当該人が「何を教えにくい」と考えているのか、「教えにくい法概念」について、具体的に、どのような授業を展開しているのか等である。また、社会科教師自身が持つ「法教育観」等についても調査を行い、その考え方に基づいてどのような授業を展開しているのか、どのような教育効果があると考えているのか、等を問う質問紙を開発し、昨年度は、「予備調査」を行った。本年度は、2019年6月16日の全体会を開催し、その「予備調査」の結果の分析を行った。その結果、「予備調査」の精度をさらに高めた第二弾の「予備調査」を行うこととし、第二弾の「予備調査」先の選定を行った。2020年3月までに、ある県の高等学校地歴科公民科教員約90名を対象とした第二弾の「予備調査」を実施した。（2）「法教育先進国」であるアメリカ合衆国における法教育教師教育プログラムに実際に参加し、具体的にどのような内容なのかを把握する。また、そのプログラムに参加している教員からヒアリングを行い、そのプログラムに参加する目的、その効果、その教員が具体的にどのような実践を普段行っているのか、等について、昨年度同様調査を行うこととしていたが、コロナ禍のために、米国の教師教育研修も「延期」や「オンライン開催」となり、また、外国からの調査の受け入れも拒まれるケースがあり、ヒアリング調査等は困難を極めた。

外国人特別研究員Zurc Jocaは、日本においてトップレベルの新体操における成功への道筋をテーマに研究を遂行し、日本のスロベニアにおいて比較研究に取り組んだ。受け入れ教員である桑原敏典は、そのインタビュー調査やアンケート調査についての、質問紙や質問項目の検討や、翻訳の支援、また、その回答の翻訳や分析の支援を行った。
ヨツア氏は、次のようなフォーラム等に参加し、日本での研究を精力的に展開した。一つは、2019年８月21－23日の第８回アジアフォーラム―スポーツにおける多様性とインクルージョンのための次世代の社会科学（神戸市）である。次に、2019年９月14日－16日の混合研究法に関する国際会議（浜松市）に参加した。また、2019年９月17日－20日の国際スポーツ哲学学会2019年年次総会（京都市）にも出席した。
また、2019年９月21日－25日にかけて、スロベニアのリュブリャナ大学のLef Kreft教授を招聘し、スポーツ哲学についての意見交換、日本とスロベニアの共同研究の可能性について意見交換を行った。さらに、2019年11月22日‐25日にかけて岡山大学にて開催された2019年ESDの教師教育に関する国際会議に出席するとともに、同会議へのリュブリャナ大学関係者招聘を企画し、岡山大学とリュブリャナ大学の今後の研究交流・学生交流について意見交換を行った。
以上のような活動に加えて、外国人特別研究員ヨツア氏は、上記の共同研究の成果として、岡山大学にて報告会及び混合研究法についてのセミナーを実施した。報告会及びセミナーには、40名あまりの研究者、院生・学生が参加し、混合研究法を取り入れた研究の進め方等について意見交換を行った。 -

本研究は、中等教育段階を一貫した原理に基づいて構成される主権者育成カリキュラムと、その成果を評価するシステムを開発・実践しようとするものである。高等学校だけが注目されがちな主権者教育について、中学校入学から18歳になって高等学校を卒業するまでの系統的なカリキュラムを提案しようとするところが本研究の特質である。これまでの研究によって、当初の目的であった、一貫した原理に基づく中等教育段階の主権者育成カリキュラムの提案と、単発の取組ではなく教科の学習と連動した中高の主権者育成プログラムの開発については、成果をあげることができた。その一方で、育てたい資質能力に基づく主権者教育のための評価規準の作成と、主権者教育を視点とした学校改革の推進については、中学生を対象としたプログラムの開発、実践が十分でないこともあり、まだ完了していない。
令和３年度については、次のようなプログラムを開発・実践した。第一は、各国や生徒のコロナ対策について検討し、地域のコロナ対策をはじめとする政策の在り方を考えさせるものである。第二は、高齢化社会におけるシルバーデモクラシーと呼ばれる現象について検討させたうえで、これからの政治の在り方を検討し模擬投票を行うものである。第三は、税の在り方を学んだうえで、地元の市町を選ぶ模擬投票を行うものである。これらのプログラムを開発・実践し、中高を一貫した原理で構成される主権者教育のあり方を具体的に提案した。 -

(1) as a result of analysis, this lesson with political contents took up a manner and action about politics, and,on the elementary school politics unit(Ikeno 2016a, 2017c, Ikeno & Okinishi 2021a) was doing citizenship in a problem. (2) A manner about the political action had ties with the democracy, and in particular, an each person's manner and action recommended an aggressive thing to participation and participation (Ikeno 2016b, 2017b, 2018a). (3) Adopted a dramatic technique to push forward participation and participation, and let the possibility of the child student spread (Ikeno & Watanabe 2018c, Ikeno & Okinishi 2021a).

The purpose of this research is to develop a law-related education program based on the legal knowledge and legal opinion of high school students in Japan.In this research, a questionnaire survey was conducted for high school students in Japan. In the survey results, items such as indicating legal opinions against opposing ideas, even though legal knowledge was correctly found. In this research, in particular, we developed program on "right of silent" and "prohibits of coerced confession" in which there is a gap between legal knowledge and law opinion.

本年度においては、本研究のまとめとして中等教育段階における政治学習単元開発を行い、学会等で報告を行った。
1.政治学の基本的文献のほかに、単元開発を目指した教材研究のため児童虐待問題、地方自治や住民投票に関する文献の収集を行った。
2.政治教育と関連が深いシティズンシップ・エデュケーションに関する欧米の動向を知るために、それに関する英米の文献を収集した。
3.広島大学附属福山中・高等学校、広島大学附属三原学園、広島大学附属中・高等学校、広島大学附属小学校、福井大学教育地域科学部附属中学校、香川大学教育学部附属坂出小学校等の研究発表会に参加し、社会科教育実践や公民教育実践に関わる資料を収集した。
4.日本公民教育学会(岩手大学)、日本グローバル教育学会(目白大学)、全国社会科教育学会(広島大学)の全国研究大会に参加し、社会科教育学研究や公民教育学研究の最新の動向を把握するとともに、その研究成果を収集した。
5.4で挙げた学会において、政治教育の単元開発研究の成果を報告した。
6.岡山大学教育学部の『研究集録』やその他の学術雑誌において研究成果を報告した。
7.社会認識教育学会編『社会認識教育の構造改革』明治図書、2006年において、研究成果の一部を報告した。
8.研究成果の一部を論文としてまとめ、全国社会科教育学会『社会科研究』に投稿した。 -

本研究は、平成13年度からの継続研究であり、現代アメリカ合衆国において開発された公民的教科目のカリキュラムの分析、検討を通じて公民教育カリキュラムの構成原理を理論的に解明しようとするものである。
平成13年度に行なった研究を通して、わが国の公民教育カリキュラムの研究に関しては、政治教育や経済教育など個別の領域ごとにプロジェクトを取り上げ、カリキュラムの分析がなされてきていることが明らかになった。そこで、公民教育全体についてそのカリキュラム構成原理を明らかにすることは、市民育成を目指す公民教育確立のために不可欠であり、領域にとらわれず広く公民的領域の諸プロジェクトを取り上げることの必要性が改めて認識された。
14年度は、13年度に引き続き、公民教育カリキュラムに関する資料収集、類型化、分析を行ない次のような結論を得ることができた。
1.公民教育は市民的資質育成を目指す社会科公民として確立される必要があること。そのためには、現代の社会科教育研究で明らかにされている市民的資質の構造に基づき、カリキュラムを体系的に捉える必要があること。
2.社会科公民としての公民教育のカリキュラムは、(1)科学的社会認識形成をねらいとするもの、(2)思想形成・合理的意思決定力育成をねらいとするもの、(3)実践的意思決定力育成をねらいとするもの、(4)市民的行動力育成をねらいとするものに類型化されること。
3.科学的社会認識形成をねらいとするカリキュラムは、社会科学研究に基づくか、あるいは人間科学研究に基づくものであること。
4.思想形成・合理的意思決定力育成をねらいとするカリキュラムは、制度規範研究に基づくか、あるいは政策・行為規範研究に基づくものであること。
しかしながら、これらを組み合わせて編成される中等社会科における公民カリキュラム全体をどのように構想するかということは、今後の課題として残された。
