• Management strategies for the catfish processing industry under the global economy-A case of Can Tho Province in southern Vietnam- Reviewed

This study analyzes management strategies adopted by catfish producers in Socialist Republic of Vietnam (hereinafter referred to as Vietnam) to compete in the global market. Since their entry into the global market in 2000, catfish processing companies in the study area have faced three challenges: anti-dumping tax from United States of America (hereinafter referred to as the United States), the imbalance of supply and demand between aquaculture and processing companies, and growing quality standards for food safety. Data from the interviews with 16 catfish producers in province of Can Tho in the southern Vietnam show that these companies can adapt to changes in the global market by adopting one or some of the following strategies: establishing their own grow-out sites, obtaining quality certificates, expanding into new markets, and collaborating with other companies to export. The choice of strategies for their companies often depends on the size of the company. The bigger companies can access more stable sources of raw materials and thus produce high-value products that fulfill quality standards. Meanwhile, smaller companies face uncertainty in the supply of raw materials and often struggle to meet quality requirements and maintain stable exports. Differentiation is usually the means of survival for small companies. However, it might not be possible in this industry due to the high barriers of the global export markets. Therefore, strengthening cooperation with export companies should be considered as a critical strategy. Catfish processing companies have been improving their ability to solve various problems in the global market by responding to the mentioned-above three issues, and Vietnam's catfish industry is expected to continue to grow significantly in the future. However, it is expected that the stratification of the processing companies will further progress through the diversification of export destination markets and the response to global standard certificates.

The purpose of this study is to clarify the differences in employee management on farms that employ persons with disabilities, categorized as workshops of types A or B according to the scheme that supports continuous employment under the Services and Supports for Persons with Disabilities Act of 2006. The results from interviews with managers of workshops in the Okayama and Oita prefectures are as follows: (1) Both types of workshops are conducted to support persons with disabilities, and are based on the individual's characteristics or farm characteristics. (2) Workshops of type A consider the managerial perspective to be important, while workshops of type B emphasize the importance of the welfare of persons with disabilities.

In this paper, I examined a case in which the administration led the introduction of small hydroelectric generator in an agricultural watercourse maintained and managed by a hamlet. The electricity sales revenues were used throughout the city to advance agriculture and repair agricultural facilities. In order to elucidate the negative and positive reactions of the hamlet's residents, their level of understanding of how the sales revenue was used, and the outlook for the generator's maintenance and management, I surveyed all hamlet households via a questionnaire. Interest and method of involvement in the community appears to have played an important role in their levels of understanding, participation in administration explanatory sessions was reflected therein.

This study examines the deployment of small-scale hydroelectric power enterprises (1,000 kW or less), operated for more than 40 years by a farmers' organization or a town office in the Chugoku region, since the introduction of a feed-in tariff (FIT) scheme. A survey of the operating organizations in Okayama Prefecture revealed that the FIT introduction enabled the renewal of outdated and inefficient facilities. The results indicated it was not whether the small hydropower enterprises were operated by local community but profitability that allowed the operating organizations to maintain them. However, small hydropower installations have become widespread recently in the service of public interest—for example, to secure power in readiness for disaster or to revitalize rural area. Therefore, sustainable small hydropower management must also devote equal attention to economic and social considerations to become fully efficient and community-centric.

This study, conducted at M River Park in Moriyama city, Shiga prefecture, was undertaken to elucidate aspects of mutual collaboration between residents' associations and individuals enjoying environmental conservation in their daily lives in a suburban area. The M River, built for irrigation before the eighteenth century, is currently managed by the residents' association and a few individuals who have managed it for pleasure and fulfillment. Officials of the residents' association have been predominantly longer-term residents. They are self-employed people from families with generations of community residence. In contrast, the core members of the individuals are retirees who have been residents since the 1970s. Faced with environmental problems, particularly pollution and floods, related to the waterways, the residents' association members have started waterway cleanup operations as countermeasures. The motivation of the individuals is considerably different. They manage waterways almost every day to maintain the habitat for fireflies or water flowers that make their life more enjoyable. Although no formal discussion or cooperation among them has been observed, their activities are mutually complementary. The residents' associations can achieve environmental conservation indirectly by forming complementary relations with the individuals conducting environmental conservation activities. However, the individuals are able to continue controlling their activities through complementary relations with the residents' associations. Through this loose mutual collaboration, residents who understand both longer-term residents' and retirees' differing senses of values have played a key role as mediators between them.

The purpose of this paper is to clarify the changes in the maintenance of irrigation and drainage facilities caused by structural changes in agriculture and a weakened sense of community in a hilly and mountainous area. The study was conducted at K district in Iga city, Mie prefecture. The main findings are as follows: (1) the irrigation associations have lost their function of water management and facility maintenance, (2) the maintenance workload and cost per farmer has become heavier than the 1970s because of the decrease in farmers and the difficulty of mechanization of the maintenance work. We also suggested the possibility that non-farmers can participate in the maintenance work when it is for landscape conservation, flood prevention, or it is combined with a local customary event.

This research aims to clarify the requirements of rural inhabitants in hilly and mountainous areas for newcomers from city areas. The result of the questionnaire survey conducted to the whole population of the K district in Iga-city, Mie prefecture is as follows. 1) Elderly inhabitants showed a tendency to hope for newcomers, or in-migrants, to be more beneficial to them such as living long term, constructing or buying houses, and acting as a leader of the area. 2) "Adapting to the area" which had been indicated from previous researches as a key requirement for successful migration had two aspects:obtaining membership (being a member of the rural community) and assimilation (assimilating into the daily life of rural inhabitants), and those who stayed in the district longer (e. g. people engaged in agriculture and forestry or self-employed) are likely to place more importance on the latter. 3) Inhabitants who were involved in agriculture (e. g. farmers) were more likely to expect the in-migrants to farm, but those uninvolved in agriculture (e. g. households that had consigned their farmland) had little interest in whether or not the in-migrants would farm.

This study aims to clarify effects of farm scale expansion on the maintenance of irrigation canals and wildlife control fences in local communities. The study was conducted in 12 communities in Wakasa town, Fukui prefecture. The main findings are as follows: (1) farmers cultivating larger area paid a higher share of the maintenance expenses for wildlife control fences in areas farmed only by residents, whereas the residents shared the expenses and work for erecting and repairing the fence equally in the areas farmed by both residents and non-residents; (2) residents participated in the additional maintenance of irrigation canals in areas farmed only by residents, whereas they did not do so in areas farmed by both residents and non-residents. The results suggest that the expansion of farming across various communities makes it difficult to adequately maintain facilities such as irrigation canals and wildlife control fences in the community.
The study was conducted across 26 communities in Fukusaki town, Hyogo prefecture. The main findings are as follows. (1) The shortage of funds for the maintenance of irrigation canals and farm roads was an important factor in the participation of communities in the policy. (2) The officials of the communities that participated in the policy recognized the effectiveness of the implemented measures in improving the conditions of canals and roads, and hoped to continue the implemented measures after the end of the policy to foster interaction among the residents.
