    Abstract

    Studies on international environmental certification (IEC) have primarily focused on how certification can sustainably “upgrade” local production and trading practices. However, not many studies view this market-based governance process from the perspective of local practices and location-specific factors. This study therefore examines how the upstream of the local supply chain influenced global interventions through the case of certification for shrimp farming in the mangroves of southern Vietnam. To clarify various aspects of these interactions, semi-structured interviews were conducted with the provincial government, NGOs, a trading company, shrimp farmers, and middlemen. The results revealed that IEC did not affect local production practices and only partially influenced trade practices. The implementation of IEC was thus at the mercy of the robustness of local society, which was attributed to unique agroecology, production systems, and upstream customary economic practices.

    Nature exploration, or ecotourism, has been an essential part of tourism, and today takes on a much broader meaning beyond tourism that includes conserving nature and culture and improving people’s lives, especially in the indigenous community. Community-based ecotourism (CBET) has specific benefits closely related to the sustainability of natural ecosystems and community development. CBET can be defined as nature-based tourism, helping shape the types of tourism services, planning and developing destinations provided by communities directly. CBET is supposed to be a sustainable alternative to mass tourism by its potential benefits in Vietnam. The study aims to evaluate the sustainability of four CBET destinations in Central Vietnam through a sustainable ecotourism index (SEI) formed by applying the Analytic Hierarchy Process (AHP) method. Based on the literature review, local people, and experts’ recommendations, a set of fourteen criteria categorized into five groups reflecting the critical attributes of the sustainable CBET that include environmental conservation, economic benefits, community participation, cultural preservation, and empowerment are analyzed. The raw data is obtained from in-depth interviews with 21 experts and 42 households. After normalizing, the results indicate that out of four CBET destinations, one is identified as high sustainability (SEI>4.2), two are neutral (3.4<SEI<4.2), and one is lower than (SEI<3.4). These findings provide implications for extending the AHP theory in tourism and policy implications toward sustainable development in future tourism.

    <title>Abstract</title>Local actors appear as inseparable components of the integrated flood risk mitigation strategy in Vietnam. Recognizing this fact, this study examined the long-term improvement in precautions taken by commune authorities and households between two major floods in 1999 and 2017 by applying both quantitative and qualitative methods. Two flood-prone villages were selected for a survey; one in a rural area and the other in a suburban area of Thua Thien Hue Province, central Vietnam. The findings indicate that most villagers doubted the structural works’ efficacy and were dissatisfied with the current efforts of local authorities. Households’ self-preparation thus became the decisive factor in mitigating risk. While most households have paid greater attention to flood precautions in 2017, others seem to be lagging. Poverty-related barriers were the root causes restraining households in both rural and suburban villages. The suburban riverine residents were further identified as vulnerable by their limitations in upgrading structural measures, which was ascribed to the inconsistency in the ancient town’s preservation policy. This multidimensional comparison, in terms of vulnerability, emphasized the importance of space-function links in the suburb and the contradictions of different policy initiatives, such as landscape rehabilitation, disaster prevention, and livelihood maintenance.

    The human geography of Vietnam's upland area has been transformed significantly during the last 40 years due to the increasing control from the central government. We argue that State territorialisation, understood as a strategy of State-making and assertion of the State's authority, has the tendency to marginalise, socially and politically, local ethnic minority peoples by excluding them from indigenous social and economic geography and the use of natural resources. At the receiving end of these official policies, the local ethnic minority people do not passively accept their marginalisation but are able to initiate the use of traditional cross-border cultural resources to improve their condition. By analysing the tolerance from local official towards illicit cross-border activities daily carried out by local people, the case study provides some insights on the dynamics of power struggle between the State and local people. We concluded that local ethnic minority peoples actively re-negotiate with more powerful State and economic actors and re-shape local border politics while the State is not always uncompromising and monolithic as it is usually portrayed.

    In Indonesia, villagers have developed sustainable, biologically diversified land use systems called "home gardens (Pekarangan)" or "mixed gardens (Kebun)." There are many reports, however, that such "traditional" types of farming systems have changed due to recent rapid rural socioeconomic changes, such as the introduction of cash crops. Based on the case study in Lampung, Indonesia, this study examined what these cash crops have affected crop diversity and biomass accumulation in mixed gardens. We analyzed the list of planted species, the characteristics of the vegetation pattern, and the relationship among cash crops, species number and biomass. The study found that the mixed gardens in the study area still maintained a relatively diversified species composition and structure, though cash crops such as coffee and cacao dominated to some extent. The number of species in mixed gardens tends to decrease as the ratio of cacao trees increases, while it has no significant correlations with the ratio of coffee trees. Regarding the relationship between household income and proxy of biomass in the mixed gardens, we could divide the samples into three groups: 1) low income - low biomass group, 2) low income - high biomass group, and 3) high income - middle biomass group. The above results suggest that the expansion of cash crops does not necessarily bring about simple and rapid unification of species in mixed gardens, and the change of mixed gardens follows path-dependent and gradual processes which reflect regional variations, villagers' preferences and livelihood strategies.

    There are many claims that the large-scale plantation monoculture of trees is accompanied by negative social and environmental impacts such as ecological disturbances and infringement of human rights. In this sense the recent structural shift in the Thai forestry sector, most typically in the pulp industry, deserves attention. This paper examines how the pulp industry in Thailand has developed a farm-based supply system for its raw material, namely eucalyptus, and how at the same time the industry&#039;s intrinsic dilemma has developed within a free market economy. The relevant actors—the government, firms and villagers—are discussed according to their strategies and responses to their socioeconomic situations.&lt;br&gt;The high social costs that resulted from the anti-eucalyptus movements during the late 1980s pushed aside the first strategy used by the business sector and the government to ensure a stable supply of eucalyptus, i.e. that of a &#039;plantation-based&#039; supply system. By the early 1990s, the second-best strategy, a&#039; farm-based&#039; supply system, had been chosen. The sociopolitical situation after the &#039;Bloody May&#039; events in 1992, which led to the creation of Anand Panyarachun&#039;s second government, contributed significantly to this shift. Given their situation, some farmers agreed to plant eucalyptus in response to the rapid rural socioeconomic changes.Thus it seems that the difficulty of further land reclamation by farmers and the sociopolitical situation in Thailand during the early 1990s, including the development of civil society, triggered a &#039;voice&#039; that had some affect on governmental policies and the behavior of firms. Such changes did not occur in other countries such as Brazil, South Africa and Indonesia, where the industry manages its own plantations to ensure a stable supply of raw material. It may even be said that a unique market system, which, to some extent, reduces the negative social and environmental impacts of the industry, have emerged in Thailand as a result of social pressure, as suggested by ecological modernization theory.&lt;br&gt;This system, however, had a serious flaw in terms of economies of scale in the case of both eucalyptus and pulp production. A case study suggests that a differentiation of eucalyptus management has been in progress in the villages. Market saturation and the 1997 economic crisis also worsened market conditions for planters. Even pulp mills faced constraints in increasing their production capacities because of their own raw material supply systems. Thus, firms in the Thai pulp industry face a choice of whether to follow a &#039;plantation-based&#039; or a &#039;farm-based&#039; system, and their choice is influenced by the tradeoff between social costs and economies of scale.

    This paper introduces the theoretical arguments for and against trade liberalization of forest products considering forest sustainability, and reports on the recent circumstances of three countries in Southeast Asia-the Philippines, Thailand and Indonesia. Trade liberalization raises concerns about the negative effects on forest sustainability, both in log-importing countries that have already cut a large portion of their natural forests by commercial logging and now face a pressing need for reforestation, and in forest product-exporting countries that still have large areas of natural forest and enjoy export competitiveness in forest products.     Recently, eucalyptus farm forest has rapidly expanded in Thailand, especially in the eastern and northeastern regions. Based on a field survey in two neighboring villages in Khon Kaen province, northeast Thailand, this research examines how recent economic changes have affected the expansion of eucalyptus farm forest, and how differences in the villages arose during the expansion process. Two kinds of analysis: static statistical analysis of the households and historical dynamics of the villages since the 1980s, were conducted. First, it was found that there were three stages of development in these villages: the factor substitution process for land, the factor substitution process for labor, and the process after the economic crisis. Second, differences in planting behavior arose as differences of response to the second stage of development. Both the history of each village and socioeconomic attributes of each household affected the response. This indicates that the villagers&#039; eucalyptus planting was one economic-rational response to the recent changes in the rural economic environments caused by rapid economic growth. Finally, it was also found that recent land transactions, especially after the economic crisis, tend to differentiate the management scale of eucalyptus farm forest. Farm forest management is, thus, entering into another stage.

    環境問題のような自然と社会の接合領域を扱う際に、自然科学者と人文社会系学者の協働が必要とされることがある。文理融合型の学際共同研究はその典型であり、これまで日本でも様々な研究が行われてきた。 にもかかわらず、このような学際共同研究において行われた交流を具体的に検証した研究は少ない。よって本研究では、あるG-COEプログラムを事例に、文理の枠を超えた様々な専門分野からなる研究者の交流を、その阻害要因に着目して検証した。<br>研究対象としては、京都大学東南アジア研究所を主幹として2007-12年度に実施されたG-COEプログラム「生存基盤持続型の発展を目指す地域研究拠点」の研究班である「研究イニシアティブ3」をとりあげる。この班では、インドネシアにおける森林プランテーションと地域社会との関わりについて、遺伝子工学から文化人類学にいたる多様な専門分野からなる研究者が共同研究を行っていた。この班に直接・間接的に参加した研究者16名への聞き取りや私信と、プログラムの内部資料や研究成果物をもとに、研究者の交流の実態とその障壁に関する分析を行った。<br>その結果、研究の進展に影響を与えたいくつかの交流の障壁が明らかになった。最も重要なものは、研究の「現場」における自然の社会政治的な構築や科学の政治性に関する見識である。工学系研究者が、協力者であるプランテーション企業との産学連携が現地に及ぼす潜在的な影響に概して無関心であったのに対して、人文社会系研究者はこの点に非常に敏感であった。この相違は、研究テーマの設定と調査地選定の過程でしばしば顕在化し、工学系、人文社会系双方の研究者の離脱と初期における研究の停滞を招いたのである。 <br>そのような中で、上記の見識をある程度共有した生態学者や、自らの研究姿勢に折り合いをつけた一部の人文社会系研究者が研究を継続した。調査地を決定し、両者の交流のもとに現地調査を行い、最終的に書籍の共同執筆にこぎつけた。ただし、この段階においても、交流が必ずしも円滑に進んだわけではないことが聞き取りから明らかになった。研究手法やデータの解釈、課題の優先順位や概念化の方法等に関して生態学者と人文社会系研究者の溝は埋まらず、結果として協働を部分的なものにしてしまっていた。<br>以上の結果は、研究者が交流する上での第一歩として、研究の「現場」をイメージするための背景知識や感覚の共有が決定的に重要だったことを示している。なお、このことは、必ずしも上記の背景知識が共有できない研究者にとって交流が徒労におわったことを意味するわけではない。離脱した研究者の中には、交流によって上記の背景知識や「現場」感覚を深め、それが離脱後の研究姿勢に大きく影響を与えた例もみられた。このような交流の長期的な「教育効果」も、文理融合型の学際共同研究を評価する際の重要な要素として、今後検討していく必要がある。

    本研究では、東南アジア辺境地域における森林保全や一次産品の認証など、「持続可能な開発」に関連する事業を事例に、国家・市場・地域社会を構成するアクターが情報圏をどのように拡張したのか、またそれらが互いの情報圏や現実社会とどのように相互作用しているのかを検証している。初年度である2021年度は、コロナ禍で現地調査が不可能であったため、以下2つの活動を中心に行った。
    第1に、関連研究に関する文献サーベイを行うことで、依拠すべき既存研究を洗い出し、研究枠組みを精緻化する作業を行った。その結果、当面の理論的な重点領域を、情報圏、開発主義・環境権威主義、およびアナキズムの3つに絞ることができた。また、研究枠組みを具体化するうえで重要な要因や着目点として、地域の自然生態的な特徴、地域社会の特徴、国家の政策や国際機関の方針、市場アクターの戦略、ステークホルダーの関係性と地域的広がり、情報メディアの種類、情報圏の範囲と重なり等を抽出し、これらの組み合わせから生じる情報圏と社会の相互作用や、対象地域の辺境統治の仮説的なパターンやシナリオを導出した。
    第2に、国内でオンライン研究会を計6回開催することで、既存の情報を再整理するとともに、足りない情報や追加的なテーマを特定した。研究会では、ベトナム、マレーシア、フィリピン、インドネシアにおける上記関連事業に関する報告がなされ、これらにおける情報圏の形成過程とガバナンスの様態についての議論が行われた。また、災害リスクマネジメント事業に対する本研究枠組みの適用可能性が指摘され、自然災害対策事業に関しても本研究の新たな対象として視野に入れていくことになった。

    This study's objective is to develop quantitative evaluation methods to clarify the factors that enhance the farmers' resilience in the salinization region. We performed the interview research to residents and field research to grasp salt and groundwater changes in the saline field and revealed the following. (1) extracting resilience factors and considering their relationship, (2) leaching effect in the rainy season was more effective in paddy fields than saline wasteland. And annual EC change in the surface of saline wasteland is small, (3) Farmer's family budget become stabilized by taking several sources of income, (4) Restoration curve was different from each village. Personal differences in restoration curves related to restoration speed or extent of damage than the form of its curve.
    Developing the quantitative evaluation method was difficult to achieve due to the difficult situation to collect data in the finalization phase because travel to foreign country has been restricted.

    Based on the field research, we compared the autonomy and sustainability of oil palm smallholders in Sarawak Malaysia, southern Thailand and southern Philippines. In Malaysia, smallholders have become conscious about land use through plantation development and penetration of various certification systems. In southern Thailand, oil palm production by smallholders is more important than plantation, and advanced farming practices are being conducted in combination with other crops, utilizing various support systems from the government. In the southern Philippines, although oil palms have the meaning of poverty reduction, it is difficult to shift from coconut-centered land use. The position of oil palms concerning smallholding differs greatly depending on the social and economic situation in each area.

    In recent years, there have been discussions about the approach to procure funds by the use of financial instruments to mitigate environmental problems. Common examples in developing countries include the use of carbon credits (e.g., REDD+) and systems to pay for environmental services (e.g., PES). Taking examples from Southeast Asia, this research examined processes that lead to the formulation of these funding mechanisms, and regarded them as new developments that mainstream the commodification of nature (capitalization/financialization of nature). At the same time, this research also examined its socioeconomic impacts and the changes in governance of society and the environment.
    As a result, we could conceptualize a three-stage process to capitalize the nature. We also found that the stakeholders who have technical knowledge, and are distant from the target area, became more influential in the process, which sometime caused various social confusions in implementation.

    The collaboration between natural and social scientists is one of the important challenges both for the academia and contemporary society. Taking one research collaboration project as a case study, this research examined how natural and social scientists had academically communicated in the inter-disciplinary project. A project documentation method, including both quantitative and qualitative analyses, was applied to examine detailed communication process in the project. We found several constraints that impeded researchers’ communications. Especially, researchers' tacit knowledge and feeling regarding research “fields” were crucially important, sometimes more crucial than the constraints originated from their academic disciplines.

    The research project revealed several aspects of the reality of Southeast Asian Economy. The traditional growth mechanism in the economy is still stable, and will be stable for a time being, while new growth mechanism based on environmentally-consistent technology or agro-based industrialization is slow to emerge so far and remains merely supplemental. On the other hand, the dynamics of capital and finance in the region have been rapidly activated, and its influence in the region and even in the world has increased.
    The largest change doesn’t lie on the growth mechanism, but on the diversification of sense of value in mature urban society, and the conflict over redistribution. The establishment of adjustment device by political process or social institution is urgently essential.

    We investigated the management system of common-pool resources focusing on that of forestry, fishery and irrigation from the comparative perspective. Twenty research fields (8 from foreign countries and 12 from Japan) were selected for the intensive data

    Southeast Asian countries have overcome the post-cold war Asian economic crisis in 1997 and have been experiencing the rapid social, political and economic transformation with the expansion of global business and/or ideological networks. One thing that is clear from this research is the fact that Southeast Asian local level has seen the emergence of new type of politico-economic actors or the political actors that employ new political style.     Loss and degradation of tropical rain forests have progressed. A key of the conservation is management of Tropical Satoyama which has been managed by indigenous people living in and around the tropical rain forests.     Taking the cases from Southeast Asia, this study explores the political process of resource conflict and cooperation. Literature surveys, intensive and extensive fieldworks revealed following characteristics: (1) the existing state-oriented resource management regimes are changing toward more "participatory" or "global-oriented" ones. (2) these changes occur with different national and regional contexts, which as a whole is likely to enforce the power from "above". (3) a strong and resilient society which has a firm informal institutional basis can resist or cope with, or even utilize such infiltration of power.
