私立西大和学園高等学校卒業。
名古屋大学工学部社会環境工学科建築学コース卒業後、商業施設開発コンサルタントに勤務。
その後、東京大学大学院工学系研究科都市工学専攻都市計画コースにて修士課程・博士課程を修了。
日本学術振興会特別研究員DC2、トロント大学都市センター客員研究員、大阪市立大学都市研究プラザ特任講師、一般財団法人森記念財団研究員を経て、2020年4月1日より現職。
専門は都市計画・景観計画、北米諸都市の土地利用規制・デザイン審査、エリアマネジメント・ BID（Business Improvement District）など。近年は、瀬戸内地域の観光まちづくりの研究にも携わる。

本研究は、イギリスの集合住宅を対象に、住戸とコモンスペースとの関係に着目して、社会的・政策的背景と計画の実際、居住の実態を探ることで、良好な近隣関係を保ちながら、長期的に持続可能なストックとして集合住宅を計画するための知見を得ることを目的としている。
令和2年度に引き続き、国際的なCOVID-19の感染の継続により海外渡航が制限され、予定していた現地での文献およびヒアリング調査を行うことができなかった。そのため、今回も当初の計画から変更して調査を進めた。令和3年度に実際に行った調査として、まず、前年度の調査により抽出した対象住宅事例について、現在手に入れられる資料を追加で収集し、研究開始前に現地で取得した文献資料とともに文献調査を行なった。重要な英語文献については全文の翻訳作業を行なった上で、計画・設計のプロセスを時系列で整理し、昨年度調査した社会的・政策的背景との関係についても分析を行った。また、対象住宅の図面についても資料から判別できるものを元に、住宅全体と住戸の関係および住戸と外構との関係を中心に空間構成について分析を行なった。社会的・政策的背景から計画のプロセス、実体化した空間までの統合的考察を進めつつある。イギリスにおけるヨーロッパの他国からの影響関係についての分析は、取得済みの資料で確認できるものから進めている。さらに、これらの分析を踏まえて、今後現地調査を行うにあたっての調査項目の詳細を整理し、渡航が可能になり次第、現地調査がスムーズに行えるよう研究を進めた。

本研究ではまず、エリアマネジメント団体による景観マネジメント活動の実態を国内外
の代表事例から把握するため、全国におけるエリアマネジメント団体による景観マネジメント活動の実態を網羅的に把握するためのアンケート調査設計を行って、予備調査を実施した上で、全国エリアマネジメントネットワークの協力を得て全国アンケートを実施した。本研究では様々な主体により地域の景観を地域自らがマネジメントしていくような取組を「景観マネジメント」とした上で、全国アンケート調査を通じて、エリアマネジメント団体による景観マネジメントの現状を明らかにすることを目的として全国アンケート調査を実施した。景観マネジメントは、「自主ルール（デザインガイドライン等）」、「景観形成事業（デザインレビュー等）」、「公共施設・公共空間の管理等」、「空家・空店舗・空地対策」、「イベント等による賑わい創出」、「広告事業（エリアマネジメント広告）」、「サイン等の設置」の観点から分析した。次に、エリアマネジメント団体の類型を設定した上で、類型ごとの景観マネジメントの特徴を分析した。その結果、「大都市・混在市街地型」や「大都市・成熟市街地型」で景観マネジメントに関する活動が多く実施され、景観への効果が大きいと感じられている傾向があった。また、「地方・その他市街地型」では自主ルールの策定・運用は少ないが、その他の活動は多く実施される傾向であり、「まちなか広場型」では公共空間の管理等を基本に景観に配慮した取組がなされており、いずれも景観への効果が大きいと感じられていたことが明らかとなった。
他にも国内事例調査Ⅰとして実施した近畿圏における御堂筋、グランフロント大阪や中部圏の富山市における景観マネジメントの取り組みをまとめた論文や、海外事例調査として台湾・台北市の歴史的市街地における景観マネジメントの実態を調査した論文を学会にて発表した。
A study on special use permit and discretionary development permit process in North American cities

I conducted the research for the way to prescribe rules and discretionary development control to prevent the conflicts for building condominiums in North American cities. As a result, in Miami city, they prescribed the rules for land use and processes to review the developments in each district and land use category. In Vancouver city, they set the rules about the Transfer of Development rights. The city officers try to use the density transfer as many as possible. For developers, they have a choice to use the density or not.
City Planning Management through Social Experiment: Rambling Activities for Urban Regeneration

(1) Database for a Social Experiment with Rambling Activities: We constructed a database for a social experiment with rambling activities through research in eight cities overseas and four domestic cities. We found that social experiments were classified by “Transportation,” “Public Space,” and “Event.” Through analysis of city size, we revealed that “open-cafe;” initiatives need a large sized city, but “Marche,” “town-walking events,” and the “Machinaka Bar” can be organized in some small cities.

(2) Social Experiment: We conducted social experiments at both downtown and waterfront locations. We evaluated the influence on rambling activities of the “Kitashinchi Garden Bridge Cafe;” social experiment, an example of the bridge type experiment. We understood that a key issue is the relationship between the safety of visitors and selling alcoholic drinks. We found that that the open-cafe; on the bridge became a tool for improving rambling activities.

In this study, I identified the mutual relationships between the prescribed regulations and the factors discussed in the discretionary development review and the implementation in the cities of U.S.A., Canada and Australia. The 1st step of this study is the research on reading the all ordinances and related legal documents of 100 largest cities in population in U.S., major 8 cities in Canada and major 6 cities in Australia, then selected several cities as case study cities. As a result, in Australian cities, the review are undertaken by both the states and cities. It has both advantage and disadvantage as well. In U.S. and Canada, the discretionary review system works well, in the mid-rise residential area especially. However, in the hi-rise condominium neighbourhood, the system doesn't works so much, because of the other development incentives.
既成市街地における住民参加型開発協議の法的限界と実態について

本研究は、北米諸都市を対象とし、既成市街地の景観コントロールに関する有用な知見を得る事を目的としている。本年度は、アメリカ(シアトル市、シンシナティ市、インディアナポリス市、コロンバス市、フェニックス市、サンディエゴ市、ニューヨーク市、マイアミ市他)及び、カナダ(バンクーバー市、モントリオール市、トロント市他)におけるデザインレビュー制度、裁量的開発審査制度等の運用実態に関する調査研究を行った。その結果、アメリカ中西部の都市では行政主導のデザインコントロールが行われており、市民が参加する機会は比較的少ないという事が分かった。フェニックス市においては郊外住宅地での地区アイデンティティの保全・創造に重点を置いた制度運用が行われていた。シンシナティ市においては、市が関わる開発(補助金等も含む)のみが審査対象となっており、長期にわたり同じ委員が審査委員を勤めているため、デザインに偏りが出ているという課題も明らかになった。マイアミ市の旧制度では、敷地統合規制が存在せず、多くの容積ボーナス制度があったため、日本と同じくマンション紛争が起こっているという事実が存在し、昨年、スマートコードを基にした新ゾーニングコードを導入し、多くの課題を克服すべく現在運用を行っている事が分かった。バンクーバー市の裁量的開発審査制度では、容積移転制度や住宅ボーナス制度等により、事業者の利益を確保している一方で、開発協議を通じ、市民の意見を汲みとり地区の特性に合せた開発が誘導されている事が分かった。トロント市では、オンタリオ州における行政決定権力が強いため、トロント市の決定に対して州組織に追訴が行われた場合、事業者が勝訴する場合も多くあり、地区の特性に合わない高容積の開発が許可され、マンション紛争が起こっているという事実が明らかとなった。
